LONDON, July 7th Emperor William has blossomed out as a builder of electric railways, according to two American engineers who have just returned from Berlin. The Kaiser is joint partner with the well-known electrical engineering firm of Siement & Halske for the construction of a great fast express line between Berlin and Hamburg. The intention of the Emperor ind his partners is to shoot trains to the seaboard at a speed of 100 miles an hour. His majesty is said to be contributing to the enterprise several million marks from his private fortune. One of the engineers, who last week rode over the completed portion of the railway, said: The Kaiser has two objects in interesting himself in this railway. In the first place, he desires to benefit by the undoubted financial success that will attend the project. In the second place he wishes to set his countrymen a royal example in the development of electri. city, The road, when completed, will be unique among the world's electric systems is being built on an embankment twenty feet high, fifty-four.feet wide at top and 112 at the bottom. All intersecting lines go over or under the embankment to avoid grade crossings. Ten trains an hour will run in each direction. Motor cars will be fitted with sharpnosed fronts to overcome the pressure of air incident to high speed. The cars are of huge design, The American air brake is the only piece of Yankee equipment so far ordered."

NEW YORK, 1st july, No stich spectacles of pitiful suffering among the poor have ever before been pre- sented in New York, for 10-night was the ninth night of high temperature in which there has not been a single break. The streets and urban parks of New York presented a scane to-night that could not e duplicated by any other city in the world. As least six-tenths of the inhabitants spent the night in the open air Even those who had coinfortable homes found hemming in by brick or stone walls unen. durable. The tenement-house districts were emptied completely, even beds on fire-escapes, which were thought coul enough last week, wer: deserted.
At to o'clock to-night coo men, women and children, resideals of the lower East Side, were swarming from their stifling quarters and secking heds in parks, recreation piers, open spaces, facing the water front, and even the pavements. Many of them: carried bed-clothing and night dresses, but the majority went just as they had returned from the day's toil, and threw themselves down wherever there seemed to be premise of a breath of air. Childres, half-naked, followed after their parents. Babes in arms were undressed, and, where their bed was in a park, put on the grass to moan in distress. There was no ceremony and no con. ventionalities, but, vast as the crowd was, there was no disorder.

Into the little cemetery on New Bowery, of Chatham Square, a dozen men made beds over the mounds of the dead. In East River Park hundreds rested until midnight and then were driven out by the police. Washington Park was turned into a vast lodging-house, and tired out men and women came for blocks to get the rest they could not get in their homes. Riverside Park was docted from Seventy-third to One Hundredth streets with thousands. Madison Square had its hundreds. All the grass plats in Bryant Park were turned into beds, Battery Park was the most comfortable outdoor house in the city, and Central Park, which had the fewest lodgers, was the hottest.
Another mighty army started to-night for the damp, cand sands of Coney Island. More than a hundred men appeared at the Manhat-Jones, Dr. tan end of the bridge carrying blankets and pillows. By midnight at least 15,000 persons | Jarvey, J were asleep in the saud on the beach and hundreds more were coming,
To-day was the hottest first of july on record. At 3.10 p.m., the thermometer at the Weather Burean reached 98 degrees, one degree hotter than yesterday. The records show that in the thirty years preceding, on only two days in all that period has a higher temperature beru reached. These were gih July, 1876, and 3rd July, 1898. On these. day the thermometer registered 99 degrees. The percentage of humidity to-day was only 48. After 3.15 p.m.. a decline began until 9 p.n., the thermometer registering 93.
In the early morning hours there was what might be termed a light breeze blowing, but during the early, part of the afternoon the breeze diell away, and the city was baking in torrid heat. As the day grew the deaths and prostrations increased, and although provision was made in all the hospitals for this emer gency, the officers were scarcely able to cope with the great tax made on their resources.
Although the Western Bureau shows that the maximum was 98, this does not indicate the heat on the streets. Many thermometers registered 108, at 3.10, and all of them over 100 on the street,
If the heat was killing on mankind, it was worse on the horses. They dropped right and left. At one time there were eight dead homes lying on Broadway between Twenty-third and Forty-second streets. There were fourteen horses prostrated in the vicinity of Madison Square alone,

From midnight Tuesday until to o'clock Wednesday night 141 persons died in New York as a result of the fearful heat which has prevailed all over the Eas during the past week 'Total deaths since the 27th of June number 449. Medical experis declare that had not temporary relief come Tuesday night and nearly all day Wednesday, more than 1,000 people, would have cuccumbed to the heat yesterday. The fierce electrical storm which broke over New York late Tuesday afternoon was renewed early Wednesday morning, and terrific thunder and lightning, accompanied by heavy rain, prevailed until well into the after noon. A million sufferers sought the open air. thousands remaining in the open, allowing themselves to be drenched and thoroughly cooled off by the huge raindrops.
Atr o'clock this (Thursday) morning the thermometer registers 78, but a refreshing breeze has sprung up in the inst hour, and benches in every park in the locality are filled with persons sleeping in the open air, while squads of extra police are scattered among the sleepers to guard them from pickpockets and other marauders.
