Gibraltar.
Mr. Thomas Gibson Bowles has good reason to be satisfied with the publicity he has attracted to the question of the works at Gibraltar, and we presume from the concluding sentence of his letter to Lord Selborne that he is content to abide by the decision at which the Government have arrived To the extent that Dock No. 2. is to be completed on the western side of the Kock, and that the harbour and docks on the eastern side are not to be put in hand forthwith,
his views have been overruled. In the ona
case it is clear that, having regard to the progross made in the works on the western side and to the agreements in force with the contracter to carry them through, it would be foolish and infructuous economy summarily to put a stop to them; in the other Mr. Howles has the satisfaction of feeling that the principle of his contention for the creation of an enclosed harbour and dock on the eastern side of the Rock has so far been accepted, that careful surveys are to be made to ascertain how far it is possible to give practical effect to it, and approximately what the probable cost would be. That in any case it most be a very ex pensive business is beyond all question, and we think Lord Selborne has been well advised in declining to commit ́himself blindly to a scheme, which however excellent in idles, must be accompanied by difficulties and expenditure the extent of which is at present an unknown quantity,

"A Horse Panama" is what the Magyar paper Neo calls the results of the investigation by the Eughsh delegates, of the purchases by the War Office of horses for South Africa is Hungary. Ja Szabadka horses blind and unfit for work were bought, while three year olds were, by their teeth being cut, transformed into five-year olds. Horses that were refused were doctored and sold again. The horsedealers realized fraudulent profits of at least three million forins, or, reckoning the florin at s Jad, £275,0. The Pester Lloyd, the Govern ment organ, contradicts an earlier report that the transactions showed all round honesty, and states that not only has the investigation res vealed corruption, but the British Government have also been defauded of the sun mentioned. The report of the delegates is to be laid before the House of Commons.

When the wind began to how! in the small hours of yesterday morning (23rd uit) we thought, not without glee, of Messrs. Merriman aud Sauer upon the inconsiderate wares. Are they good sailors? Deeply versed as we are in pro-Hoerlearning, we have never come across any allusion to their capacity for withstanding that qover sort of up and down motion which is found on the treacherous ocean. If they are n the chances are that they have had as bad a

The worst of it is that they have not been sustained by the consciousness that their mission has been attended with a success precisely comparable to St. Augustine's, or we should rather say St. Xavier's. They admit that they have failed to convert the British working Plasses. If they had only inquired at this office beforehand, we could have spared them the trouble of coming øver at all, Pall Mall Gazette.
New Decoration Instituted by the King.
On the recommendation of the Lords of the Admiralty, his Majesty the King has instituted
a new decoration for warrant officers, acting warrant officers, and subordinate officers of his Majesty's feet.
The new decorating is, tu be known as the Conspicuous Service Gross. It will consist of silver cross, with the reverse side plain, but having on the obverse side in the centre the King's imperial and royal cipher, E.R.1., 'sur- Innunted by the imperial crown.
The decoration is to be awarded for meri torious or distinguished service before the enemy, and no person is to be nominated for it unless his services shall have been marked by the special mention of his name in dis- patches by the admiral or senior naval or military officer commanding the ships or forca to which he is attached.
The award or decoration will carry the right
to have the letters C.S.C. appended to the officer's name.

the squad of Africans, and in that capacity was, it is understood, the only commissioned officer to receive the medal; Sergeant-Major Slattery, who went out from this country to give drill to the levies, also received this recognition at the hands of his Sovereign. The battalion saw service in Somaliland before becoming actor in the great events in Ashanti.
The ceremony was eloquent proof of our spread of Empire, and this little squad of fight ing en passing through the portals to the King's residence was accepted and welcomed in this sense by a typically English crowd. The proceedings were private so far as the press is concerned, but some few friends of the old soldiers were admitted. The last time the Yeomen of the Guard were inspected by their Sovereign was by her late Majesty, in Jubilee Year They have, however, been inspected since then by the Duke of Connaught-Pall

· PHILIPPINES.

Settlement of the Philippine friar question is'g'ibly announced in the imperialistic news papers. The only fact they have to go. upon is the declaration by Judge Taft, that he will net at present insist upon the restoration of the religious orders to their former parishes. This simply means that the friar question is temporarily shelved; not that it is settled: To order the return of the friars would be only to inflame the people, and to cause the smoulder- ing insurrection to blaze out more fiercely than
ever,
The decision of judge Taft not to prov oke such a catastrophe is obvously wise, but a does not go to the root of the difficulty. The friar question is really a land question, as was clearly shown in the last report of the Philippine commission. When we have found a way to buy up the 500,00 acres of land which the religious orders hold, and hold un-Į der the unquestioned titles that we, by the of Paris, bound ourselves to protect, we may begin to talk of having settled the friar question.
