CHINESE REPUBLICS IN MANCHURIA.
Manchuria has long been known for its wealth of gold; and the high development of guildsand trusts, for which China is noted, early led to combinations among the gold-seekers for the purpose of excluding outsiders. Some of these states within the state" were hardly more than robber republics; others attained to a high degree of organization. The Sheltuga republic, in Northern Manchuria, founded in the nighties, but afterwards destroyed by the Chinese Government, will be remembered by many readers. More lasting was Chapigau, which resisted the Russian advance very strongly, and of which the St. Petersburg Vicdomesti relates the following:

BRITISH CONSULS IN CHINA;
The Morning Post recently gavé an account) of some of Mr. Harbert Way's adventures in China. Mr. Way was connected with the Kabin Mines. Speaking of British Consuls in China the journal says —

All gold had to be handed over to the central administration, which charged a tax of two to thres per cent., and gave cash or checks for the rest. The farmers paid a moderate land tax. Merchants and industrials were taxed about as in the rest of Manchuria. Chau-ju-bao had a company of well-trained and well-armed soldiers, which formed the nucleus of his army; but every district had to furnish a certain number of armed men on demand. As Chau- ju-bao kept on good terms with the governor of Girin, no attempt was made to subject Chapigau to a more than nominal acknowledg-i ment of Chinese rule. In the Chinese-Japanese] war, Chapigau furnished three diite companies to the Chinese Government, led by Chau-ju-bao's grandson, Order and security reigned in Chapigau as nowhere else in Manchuria. The moral influence of Chan-ju-bao was such that neighboring farmers would appeal to him when oppressed by their mandarins, and he would send troops to enforce his authority in favour of the oppressed. At present the power of Chau-ju-bao seems to have descended to Chai den-gu, his equally energetic grandson. He had no intention to submit without a struggle, and with the assistance of some Chinese regu- lars who have retired to his territory, he is making a gallaitand against the Russians- Translation made for The Literary Digest.

LUMSDEN'S HORSE.
COLONEL LUMSDEN INTERVIEWED. Colonel Lumsden is reported to have said to interviewer - Without counting pur journeys on outpost duty, our marching from camp to camp during the ten months covered 1,500 miles. Of the original horses belonging to the Corps there are only four now living, and, we have had 750 remounts. When the Carps was broken up, 27. men went in to the Johan. nesburg police as non-commissioned officers or privates. There were 26 of the remainder who gor Commissions in the regular army, and about as who received civil” appointments.
Altogether, in about 39 actions we had only six men killed. As regards disease we have almost a record, for only two died in this way; one from enteric and one from, pneumonia. From Cape Town two of our officers and 18) men were invalided bone, and there a number of our members joined the Scottish Horse which has just recently been formed."
A KIDNAPPED BOY.
Mr. Edward Cudahy has offered £5,000 for the capture of the gang in America who abducted his young son and compelled him to. pay a ranson of £5.00 in gold. A large force of detectives is working on the case, the only clue being a copy of the letter to Mr. Cudahy in which the ransom was demanded and the threat made that unless paid, the boy would be blinded with acid. The original letter was: returned with the ranson, that being one of the conditions which were demanded. Wealthy people all over the country are in a state of panic, fearing the success of the kidnappers in securing the ransom may lead to similar abductions. Mr. Cudahy's action in paying the ransom is variously approved of and con- demned. The newspapers seem to think that| his duly to the public demanded his appre- hending the criminals and bringing them to justice, even though it involved the risk of physical injury to his son or himself.
French Goverment would appear to be far better served than ourselves. While Mr. Way was crossing the Pe-yang Lake in a Chinese junk on which he had hoisted the British fag he was called on to pay lekin. His protest to the Chinese local authority that, being a British subject, he was exempt being of no avail, he went to the Consul. The official decided that, being in a junk, he must pay, and that, had he wished to avoid payment, he should have come in a houseboat. Mr. Way was not inclined to He accordingly applied to an take this view. official of the Chinese Martime Customs, who at once told him that there was no need for him to pay, and that he was quite withia bis rights in refusing to do so.

THE NICARAGUA CANAL.
Amongst so many events of momentous im- portance which have lately happened, the pro. posed Nicaraguan Canal, situated not far, comparatively speaking, from the Panama Canal, bas rol aroused the universal, interest which it would otherwise certainly have done, more especially on account of the recent amendments made in the Hay-Pauncefote treaty, by which the United States would ob- tain entire control of the canal bath in peace and in war. Some of the leading newspapers, however, comment on the subject as follows:

The London Morning Past says that in negotiating the Clayton Bulwer treaty, Great Britain acted as the representative of the mari- time powers of the world; that if the Americans wish to denounce the treaty they can berestrained anly by war, and no European nation would think of that; but it will be open to Great Britain alone, or in conjunction with other maritime states, to consider whether another canal not). under the control of the United States may be worth the making. In this matter British interests are indentical with the interests of all the maritime powers save the United States,

Goods not cleared by the 2nd February, at NOON, will be subject to rent.
No Fire Insurance will be effected by us in any case whatever.
All damaged packages must be left in the Godowns, and a certificate of the damage obtained from the Godown Company within ten days after the vessel's arrival hers, after which no claims will be recognised.
