The Queen has also been pleased to appoint Frederick Traves, Esq., P.R.C.S., to be one of the Surgeons Extraordinary to Her Majesty.

Russia and the "Open Door.” The Politische Korrispondenz has received from St. Petersburg an abstract of Russia's answer to the Note of the United States con-

cerning the open door" in China With regard to the uniformity of action observed by all the other Powers in the districts leased by China, Russia agrees entirely with all those principies which are far from being of an exclusi- vely selfish character. The Second Malarial Expedition

The second Malarial Expedition, promoted by the Liverpool School of Tropical Medicine, left Liverpool on 31st ulto. in the steamship Olenda, for Old Calabar and South Nigeria, The object of the expedition is study the cause, spread, and the treatment of malaria and tropical diseases generally, The expedition consists of Dr. H. E. Annett Elliot (Toronto), and Dr. J. E. Dulton. Investigations and er periments will be made in accordance with the inosquito theory of Major Ross.

Nearly Robbed.

The Banque de l'Indo-Chine has had a nar row escape of losing f. 40,000 through the dis- honesty of one of its office messengers. He bad been entrusted with the cashing of a cheque at the Banque de France for the above amount, when after a period of one hour he came back to the office showing all the ap salt, of having sustained

violent as and of having been robbed of the full amount he was carrying. Investigation proved that the whole story was a concoction, and he was forthwith arrested. Meanwhile the money has been fully recovered.

The Pacifo Cable. The Canadian Senate on 16th ulto, adopted a resolution proposed by Sir Mackenzie Bowell setting forth that "serious defays having occur- red in the prosecution of the Pacific cable undertaking through the hostility of the Eastera Extension Company, which is now demanding concessions from Australia that, if granted, will imperil its success, this House is of opinion that any further delay in procceeding with the construction of the cable will be inimical to the interests of the Empire, and strongly deprecates granting further concessions to the Eastern Extension or any other companies."..

A Severe Penalty.

The China Squadron. The Naval Correspondent of the Globe writes am exceedingly glad to learn that the Admiralty have decided to send the first class cruiser Argonaut to China. With the Terrible there also, we shall make quite a respectable show, I thought it was unlikely that we were only to be represented by the somewhat antiquated second-class cruiser Apello in place of the Undaunted. The main armament of the Argonaut consists of 16-6-in. quick-firing guns, of a length of 45 calibres, her maximum speed is 2075 knots, and her comple ment is 600. She has 30 Belleville boilers, with economisers in their uptakes.

The Chatham correspondent of the Naval and Military Record writes:-At present atten- tion is concentrated on the battleship Goliath, which has been built and equipped for sea in three years and three months. The estimated cost of the ship is £846,190, but there is reason to believe that this amount has been consider ably exceeded in consequence of alterations and of overtime. During the past week she has been painted throughout, and all the water- tight fittings and electric services have been tested to the satisfaction of the officials. 24th inst she will be passed into the Fleet Reserve, and on 27th will hoist the pennant for the relief of the Centurion on the China Station. This will be a change for the better, as the latter vessel's displacement is 10,500 tons, whilst that of the Goliath is 12,950 tons, and Centurion,

Mr. H. British Trade in China.

Mr. Joseph Walton asked the Under-Secret- ary of State for Foreign Affairs whether he was aware that British-owned steamers specially built to trade under the agreement with the Chinese (lovernment, which authorised British ships to carry British goods to every riverside River in consequence of not being allowed to town and station, were being taken off the West load or discharge cargo at places between treaty ports; dud whether Her Majesty's Govern- ment would insist on the carrying out of the agreement as to navigation on inland waterways in its entirety.

Mr. Brodrick We have not heard of any British steamers having been taken off the West River in the circumstance referred to. The agreement with the Chinese Government permitted foreigners to trade in steamera where native boats had been permitted. This did not include every riverside town and station. The hon. member will 6nd further information on this subject in the papers which are shortly to be presented.
