FILIPINO INDEPENDENCE,

WASHINGTON, December 19th.. The joint resolutions upon the Philipines in troduced in the Senate yesterday by Senator

· Bacon of Georgia were shown to a number of Democratic Senators before being presented to the Senate, and the impression gathered is that they will be the basis of the opposition in the debates on the Philippines. The text of the resolutions, which were carefully prepared by Senator Bacon, is as follows;

First-That the Government and people of the United States have not waged the recent war with Spain for conquest and tor the acqui- sition of foreign territory, but solely for the purpose set forth in the resolution of Congress making the declaration of war, the nequisition of such small tracts of land and harbours as may be necessary for govemmental purposes being not deemed inconsistent with the same.

Second-That in demanding and in recely ing the cession of the Philippine islands it is not the purpose of the Government of the United States to seenre ned ngintain perman ent dominion over the same as a part of the territory of the United States, or to permanently Incorporate the inhabitants thereof as citizens of the United States, or to hold said inhabi- tants as vassals or subjects of this Government; and the United States hereby disclaim any in- tention to exercise permanent sovereignty, jurisdiction or control over said islands.

Thind-That the United States having ac- cepted the cession of the Philippines, or having by force of arms overthrown authority and opposition to authority of the United States therein, the duty and obligation rest upon the United States to restore peace and maintain order throughout the same; in protect in said istantis the employment of lile and property and the pursuit of lawfull avoca- tions and to continue such protection until the power and duty to maintain said protection shall have been transferred and intrusted by the United States in a government of the people of said islands deemed capable, and worthy to exercise said power and discharge said duty.han Yau Wing

authority of the United States shall have ceased within Said islands, and peace and order shall have been restored therein, it is the purpose and intention of the United States so soon thereafter as the same can be practically and

· safely accomplished, to provide the Opportunity and prescribe the method for the formation of A government by and of the people of the Philippine lands, to be thereafter indepen dently exercised and controlled by themselves, it being the design of the United States in accord to the people of said islands the same measure of liberty and independence which have been pledged by the Congress of the United States to the people of Cuba,

Fifth--That when a stable goverment shall, by the methorf aforesaid, have been duly forut ed and erected in said islands, competent and worthy in the judgment of the United States, to exercise the powers of an independent government and to preserve peace and maintain order within its iuristiction, it is the purpose and intention of the United States, reserving to themselves only such barbours and tracts of land as may be needed for coaling stations or other governmental purposes, to transfer to said government, upon terms which shall be reason, able and just, all rights and territory secured in said islands under treaty with Spain, and to thereupon leave the dominion and control of the islands to the people.

Sixth-That when said government has been thus formed and set up in the Philippine islands and approved by the United States, it is the design and intention of the United States, through treaties with the leading nations of the world, to secure the quaranty of the continued independence of the saine.

WASHINGTON December 19th. Representative De Armond of Missouri in troduced in the House to-day a resolution de claring the purpose, of the United States in the Philippines. After quating from the Declara. tion of Independence regarding the inalienable rights of man it declares that under the Consti- tution the Federal Government has no power to rule over colonial dependencies; that the expansion of our commerce cannot be depen dent upon a policy of imperialism involving subjugation and annexation of Asiatic colonies, and that we are opposed to the retention of the Philippines and that it is our purpose to consent to their independence as soon as a stable government shall be established by them, and toward the prompt establishment of such a governmeal we pledge our friendly assis tance. A PIGEONORAM AGENCY.

Out in the teeth of the trades, off the north- west corner of New Zealand, lies the well named Great Barrier Island, right across the mouth of the deep Hauraki Gulf, which it shelters from the rollers of the storm-swept Pacific. It is a treacherous rock-bound coast, and a friendly becon-light acts as a warning of its dangers to the ocean scanners making for the secure harbour of Auckland sixty miles away up the gulf. Till lately the island was inhabited only by a few fishermen and shepherds, to whom and rapid communication with the fregi was a matter of little or no import-

ance. But more, recently mines have been discovered on the island, and a considerable population has sprung up there, with the sa tural result that à demand for improved means of communication has arisen. Doubtless after a while the New Zealand Government will lay a telegraph cable to the island from the main- land, but in the meantime the need is being supplied by the Great Barrier Pigeongram Agency of Picton-street, Auckland.
