MR. REID'S ATTACK ON PRE
SIDENT MOKINLEY.
Writing under date of 18th ulto, the Times New York correspondent anys Military difficulties at Manila and political difficulties at home have not prevented the President from going to Massachusetts for a holiday nor his chief political adviser, Senator Hanna, from salling for Europe. Both these journeys, how ever, were begun or planned before either of these two sorts of difficulties became somenacing. The Filipinos had not then taken the aggressive The President's political friends had not shown themselves so sharply divided on the question whether they should support or oppose him on the two great issues. Now the signs of Re publican division on both questions are more serious, and most serioits of them all is Mr. Whitelaw Reid's address last week to an Ohio college known as Miami University. That address amounts to an impeachment of the President for a neglect of duty which brought on the war in the Philippines, with all its ex penditure of money and lives.
What makes this attack on the President so damaging is the fact that Mr. Reid is an eminent Republican and a convinced and fervent Im- perialist. He was one of the President's peace
commissioners in Paris. He urged then, and
defends now on constitutional, political, economic, and other grounds, taking and hold ing the Philippines. He is for holding them as dependencies, never for admitting them as States. He denounces Aguinaldo and his Tagalo subjects as rebels, savages, and treacherous barbarians unfit for citizenship or self-government. He holds that the Philip pines are ours by right of conquest, and that they are to be dealt with accordingly. Admitting that Americans are now in a in which popolarity is not to be won by Imperialist professions, he honourably wow that in his first conference with the President he urged him to seize the whole archipelago. He admits that Paris dictated conclusions to Washington, and that the President was over borne by his commissioners-a curious 'piece of history indeed. He tells us that the American commissioners accepted on behalf of their Government the responsibility of main laining order jointly with the Spaniards wherever each Power was in
possession. Then, in language all the more impressive for its studied decorum, Mr. Reid arraigns the President for a breach of the agreement made in his name. Ife charges him with neglecting his responsibilities and with allowing Aguinaldo to rule Luzon, organize an army, confiscate property, impress natives, violate the American lines, and practically besiege Manila while the American forces were held in the leash.
