VOLUNTEER ENGINEERS.
We note in this week's Government-Gazette that the new regulations for the Volunteer's pro vide for the establishment of an engineer unit to be added to the corps. This has been on the tapis for quite a long time and Hongkong is to be congratulated on the fact that at last it has been made possible, of accomplishment. The new unit's work will be principally con fined to search lighting and running the engines for the same, and no one who is at all conversant with present day military tacties but will allow how essential to the defences of the colony the electric search light has become for discovering tic approach of the enemy, and directing the fire. from the artillery: For many years it has been recognised that all attacks on fortified positions will have to be made at night, and it is by having men cool and ready at the search lights that the check in the invading force can be hoped to be given. Although in the most exposed positions and always in the front line of defence there is not so much danger to the men at the light as would generally be supposed, as it has been proved by experiments, carried aut, we believe at lyd in England, that the embrasure in which the projector is placed is most difficult to hit, only about 12 shots out of toco coming anyway near, the range being very difficult to judge and still harder to ini on such an intense light.
The Hongkong Volunteers have shown themselves as men of action and willing to strike, and strike hard, when opportunity offers and now it is hoped that that they will show that they also have strength of brain as well as back, and will come forward and prove the Engineer unit of the Hongkong Volunteers to be Second to none not only in the East but in all the British Empire.

CONSTITUTION OF CORPS,"
THE RESERVE,
1.) There shall be a Reserve of incumbers which shall be composed of the persons hercin- after mentioned.

(3.) The Governor may from time to time fix the strength of the Corps.
Any member of the Corps who has obtained five annual certificates of eficiency may, if he desires it, pass into the Reserve, provided that the strength of his unit is maintained and that the strength of the Reserve is not exceeded. Members of the Corps and other persons duly qualified as mentioned in Jegulation 8 who, through pressure of business or other good cause, cannot afford the time to continue or to become active inentbors, anay be permitted to join the Reserve, but subject to the provisa contained in the preceding Regulation..
An officer or non-commissioned officer who wishes to retain his rank on passing into the Reserve must have surved for three years in that rank.
The uniform required to be kept by a mem ber of the Reserve shall be of such pattern and with such distinguishing mark as may for the time being be approved by the Contmandant
Every member of the Reserve shall be sub- ject to the provisions of the Volunteer Ortin ance, 1893, with respect to the calling out of the, Corps for actual military service, and also to the provisions of these Regulations with respect to the efficiency grant for members of the Reserve.

This plant has established itself at the West end and in the Happy Valley. Nearly all of it on Crown lands was cat down during 1898 to keep it in check, as it is a troublesome weed when it encroaches on plantations.
PROTECTIVE SERVICE.

There are, however, always a large num ber of cases of trees cut where the culprits are undetected. The convictions are mostly for cutting pine trees for firewood. Remembering that there are only five forest guards for the whele Island and Kowloon, the protection of the vast number of trees in existence must be considered as being very economically ma aged. In Hongkong alone, without Kowloon there are nearly 30 square miles to protect.
