THE SAMOAN TROUBLE.
LONDON, April 13th. The British Government regards the conduct of the German Consul at Apia in issuing a pro. clamation. in support of the Mataafans, in face of the enthronenient of Malicten Tanu by the British and Americans, as being largely re- sponsible for the present grave situation in Samon. The Comments of the Press, are moderate but resent the irritating tone of the German Newspapers and accuse Lord Salisbury of dilatoriness. H.M.S.'s Goldfinch and Wallaree have been ordered to proceed to Samon from Sydney,

· STAGNATION AND IGNORANCE, -Excitement for the time being seems to hure quieted down here and there is absolutely no thing going on worthy of chronicling. Li Hung-chang is expected here to-morrow and there is a good deal of speculation in certain quarters as to what kind of a reception he will meet with at the hands of the Empress Dow ager. Some think the "grand old man" will be appointed to the Tsangh Yamen, which at present is in a very parlous state indeed, con- a sisting is it does of a collection of old fossils who lo not know enough to formulate the only po
that can save the Empire, and, even if they did, are so torn' by conflicting jealousies and suspicions of each other's bona fides that it would-be utterly impossible to carry it out. The only man with any knowledge of foreign affairs and a real perception that radical reform in Chinese methods of government is essential to keep the whole fabric from falling to pieces, is Yu Kêng, until a few months ago Minister to Japan, but he. unfortunately, is wholly with- cut influence in the Yanen. His colleagues openly ignore his opinions and twit hin with being more of a foreigner than a Chinese, and on the whole he seems to have rather a hard time of it. Hsu, Ching-chéng possesses consi- devable knowledge of the working of foreign politics, but either feal, conservatism or motives of policy keep him quiet. Whether Li Hung-chang will, even if asked, return to the Yamen remains to be seen.
LI'S MISSION.
It is understood that Li's visit to the flooded regions of Shantung bas led him to the con- clusion that if "China's Sorrow" is to be kept within bounds, and there is not to be a frequent recurrence of the frightful inundations, which carry such widespread, desulation and loss of human life with them, an immense sum of mondy will have to be spent on the necessary works which must be carried out in conformity. with approved Western methods.
