There are many others also that mention favourably the Manila Observatory and we ourselves are quite willing to give any information necessary for its just estimation. But whatever this may be, we cannot hear, however, with the same in- difference, that scandal is caused by the typhoon warnings emanating from this Observatory. J. J. Bell-Irving. A. Haupt, W. Poate, and H. A. Ritchie, **

A reply was, on the 28th February, addressed to the Governmet stating that the Bill was under consideration, and that the result of such consideration would be sent in on the carliest possible date.

THE PARIS UNIVERSAL EXHIBITION, 1900

Read a despatch from Colonial Office, sent by the Government for perisal, in reference to the above exhibition, stating on what terms private firms in Hongkong who might wish to Avail themselves of the privilege of exhibiting in the Colonial Department could do so.

Decided to send copies of despatch and enclosure to the local papers for publication. » THE MANILA OBSERVATORY AND THE DIRECTOR OF THE HONGKONG' OBSERVATORY,

Read letter addressed to the Chairman of the Chamber by Rer. José Algué, S.L, Director of the Manila Observatory, under date 7th March, in which he complains that the Director of the Hongkong Observatory had addressed the Weather Bureau of the U. 5. Government in very unfavourable terms regarding the Directors of the Observatory at Manila, stating that "the Observatory in Manila is in the hands of men who possess very little scientific eduction, and asserting that scandal is caused by the Obser vatory continually communicating sensational typhoon wamings to the newspapers in Hong kong. The Rev. Director added that "the imme diate effect of this accusation has been the actual suspension of all telegraphic typhoon wimings given at Manita for any place outside of the Philippines."

Mr. Whitehead gave notice of the following resolution, which was read "The Committee of the Hongkong Chamber of Commerce désire to convey to the Rev. Father José Algué, S., the expression of their extreme regret and dis satisfaction at the unjustifiable attack made upon the Rer. Director of the Manila Observa- tory and his colleagues by the Director of the Hongkong Observatory, and at the consequent stoppage by the American Goverment of the telegraphic meteorogical warnings from the Philippines. The members of Committee desire to place on record their high appreciation of the very saluable services at all times rendered by the Directors of the Mateorological De- partment of the Manila Observatory to the mercantile pping community in long kong and China, and their hope and expectation that in a very short time full justice will be done the Directors of the Manila Observatory by the acknowledgment of the immense practi cal value of their labours in the past for the public benefit and in the cause of science, and the removal of the restriction recently placed upon them but after some discussion, it was ́decided that, it being necessary that the case should not be prejudged, a lettershould be first addressed to the Government exprassing the Commluce's opinion that the telegraphic storm warnings from Manila had been most useful and that their discontinuance would be viewed with extreme regret by the commercial com- munity

And although we are certain that the aforesaid Pro: vision will make a and impression upon the British Naval and Civil Authorities of Hong; keng, and upon the Naval and Commercial fustitutions of any Nationality in the Far East, still we are willing to obey.

Nevertheless, we desire to have it known. and incorrect information, of one single Diec that the same Provision is based upon biased

COUNT. TOLSTOI AND THE ~PEACE CONFERENCE,

In the course of a long letter that appears in the Chronicle Count Leo Tolstoi offers come criticism on the forthcoming Peace Conference. It is in reply to a communication sent to hin by some Swedish gentleman, suggesting that individuals whose conscience forbade them to. serve in the army should have the alternative of doing some kind of public labour. Count Tolstol thinks this is the only way by which people may be delivered from the horrible miseries of ever-growing militarism. With regard to the conference he says it is supposed the Powers will agree not to increase their pre- sent armaments But in that event what course will the weaker States adopt? If they agree to remain in their present disadvantageous position they might as well become "weaker" still and spend nothing on their army...' Thê fact was, however, that the Powers could not agree to lessen their armies, because they could saver be sure that some day a new Napoleon

THE PUBIPPINES.

LONDON, March t The Filipinos charge the Americans with the indiveíiminate shooting of women and children during the recent fighting at Manila. They have issued a violen: manifesto declaring that the women would if necessary participate in the war for independence.

In the Spanish Chamber of Deputies, General Monteshir warned the Chamber that if their attacks on the army were continued, he would know how to act. Senor Forbrey protested against any military dictation, and bis remarks were received with uproarious applause from the Chamber and public galleries.

General Otis has demanded the unconditional surrender of the Philippines to prevent the re- cognition of the insurgents as belligerents.

The German authorities are withdrawing their warships from Manila, after obtaining an as surance from America to protect German subjects in the Philippines.

The Sanish Senate, by a majority of 2, has agreed to the cession of the Philippine Islands

to America.
