Mysz for a passport and told him that all observations and even his presence with an instrument near the fort were strictly forbidden. On this Lieut. Myar stopped at once with his observations, put the instrument in its caso, and agreed to wait for an officer of the Royal Artillery, to whom he might give the explanations which had become necessary After telephoning for a long time and not getting a reply-which, it appears, is sometimes the case even in Singa. pora-Lieut. Myst agreed with the sergeant to take him and his two privates to town in his man-of-war's boat. Arrived there, the party went up to Fort Canning, and Lieut. Mysz hay. ing shown his instrument and observations to the Commanding Officer there, a satisfactory explanation was given and taken.

SIR-It is rather too early for any definite results to be arrived at from the fighting that has been going on in the Philippines, but on every hand we hear a good deal of sentimental rot about the poor Philipinos, who expected that the Americans were come to their islands for the express purpose of securing for them their independence, and had now turned upon them and were mowingi

g them down. Can anyone tell me of one telegram, that has been received from President McKinley, denying them the full measure of freedom that they are capable of using judiciously for themselves and towards the other many interests that are represented inthe Philippines? The Americans have made mis takes, an doubt, and very serious ones they have been, but I venture to say they have never been on the side of harshness and in fact mostly have been caused by the unwillingness to cause unnecessary bloodshed. Now, Sir, what has been the effect of the too conscien- tious adherence to the strict letter of interna tional law? Their waiting for the ratification of the peace treaty and fear of offending Spanish pride has made them procrastinate in all their dealings with the Philipinos until they have been grossly mistaken for cowards. Their dislike of bloodshed has also been used against them. The American officers and men knew perfectly that Aguinaldo's soldiers could only be as straw before the reaping machine and therefore refrained from using force, though often most grossly insulted, and as soon as the Philipino leaders were absent an outbreak immediately ngeurs, brought on by the people who claim to be civilized enough to form a self government, True, Aguinaldo did not not want to fight and I have no doubt if he had been able, he would have prevented it, but by his own acknowledge ment he has lost all control over his country-tions of last year.--Nagasaki Press. men. A republic is a fine form of government, theoretically the very finest. "Government for the people by the people" is a glorious cry at election time, but the people comprise more than 30 to 300 leaders and in these islands the mass of the people have not learnt the first rudiments of self restraint, let alone the many intricacies that 20 to make up a flourishing geverantent. For many years the Philipinos have been successfully fighting against Spanish rule and the idea was rooted in their minds that they could as successfully cope with other white men ; this made them arrogant and not amenable to either reason or self interest. This form of ignorance can only be dealt with by corporal punishment which has to be applied sooner or later. In this case let us hope soon enough to allow a well considered modus vivendi to be arrived at, which am afraid would never have been possible until a good "understanding of Ame Tiener lind been instilled into the minds of the Pilipinos. President McKinley has sent a commission to enquire into the state of the Philippines and asked them to submit a report containing a suggestion for the best form of go- vernment suited to the people and country. Does this look as if the Americans wanted to force a government on the prople? And are the good intentions of this commission to the frustrated simply by the arrogance of the tower orders of the natives? 1 think, Si, all will agree with me that if the only effect of this fight is that the Philipinos are rendered more open to reason then the loss of blood on both sides will not have been in vain,

LIGHTHOUSES IN FORMOSA.

The lighthouse at Hokuto in Formosa, now in course of construction, is considered the greatest work of the kind in the East. The total cost of the lighthouse is estimated at 203,800 yen and it is to be completed in three, years. A lighthouse at the entrance of Kee- long, also under construction, will be finished within this year, its cost being estimated at 46,50g yen. Besides these, a lighthouse at Fu- kikaku will be lighted in a short time. The date of the opening of the lighthouse at Haku sha is uncertain, owing to the material for the. work having been washed away by the inunda-

Between seven and eight o'clock, two or three dust carts discharge their load of filth into the rond, and half a dozen coolics start making it over and over to see what can be found, and is is then carried on to the dust boat, after having faid in the road for two or three hours,

Who can be surprised at so much sickness.in the Colony when things like this occur every day without being checked? I myself have, on passing in the morning, got such an awful sniff from the rubbish, as to make me feel sick for hours after.

AN INTERRUPTED SERVICE.

The service-in-St. Mary's (Kuala Lumpur the other morning, says the Malay-Mail, was stopped by a plague of hornets, which settled on Mr. Haines's neck and head, and buzzed around him generally.

A SIAMESE SHORTCOMING,

The other day, in a murder case at Bangkok, the British Consul directed the exhumation of a corpse on suspicion of foul play. This is the first instance of the kind at Bangkok, and brought to light the fact that there is no system of death-registration in that city.

AN UNWELCOME GUEST.

On Wednesday, says the Malay Mail, a large hamadryad was seen in the stalls at the Victoria Hotel stables (Kuala Lumpur). The syces made a vigorous attack upon it, and one hit it a severe blow but did not kill it, and it dis- appeared. However, a number of eggs were found and promptly destroyed.

ECCENTRIC TIGERS.

In the Selama district of Perk, tigers have again been troublesome, no fewer than seven- teen head of

cattle having been killed

in different parts of the district during a single month. Spring-guns have been set, but so far without success. The strange thing about these brules now is that they never return to their kill.

THE BALABAC MASSACRE.

TWO NEW REPUBLICS,

By the kindness of a local firin, we have received an account from Labuan of recent events In the southem Philippines: The Spaniards evacuated the island of Palawan on the toth December, in safety. Upon this, the natives there began rioting and shopt were looted by liberated prisoners... The Spanish Governor of the island of Balabac and his staff were mas sacred on the 20th November. His widow, Señora Bellamy, the widow of a naval casign, four children, one priest, and seven soidlers were held captive by the insurgents for 38 days. They were rescued by Capt. Pfort of the steamer Labuan who had to exercise stratagem, diplomacy, and tact to gain his point. These people reached Labuan on the 24th Jan. Other rescued captives-twenty Manila men, and sixty women and children remained at Sandakan. The refugees speaking highly of Captain Plart's humanity and kindness. A republic has been proclaimed at Balabac with Carlos Perreña as President. Aguinaldo's flag has been hoisted. The Palawan natives have also proclaimed a republic with a President. From fear of the Sulu islanders, they have requested Captain Pfort to secure European protection for then. It is expected that, unless the American Government interferes, the Sulu islanders will make short work of these petty republics. The island. of Kalasian, off the Palawan coast, is quite peaceful. It is inhabited by Sulu islanders and Chinese, and would be an admimble base of operations to deal with the trouble on the main island.-Straits

THESTS AT KUALA LUMPOR.. There have been a number of burglaries (thefts) lately at the Victoria Hotel, Kuala Lumpor. The latest to rouse the indignation of the Selangorities was the theft of Mr. Sug-1841-Hongkong and Shanghai declared free

A SULTAN'S GENEROSITY.

The Chinese Christian Settlement at Johore has secured a lease of its land from the Johore Government at reduced rates, by the special favour of the Sultan, for the encouragement of the growth, of a quiet, industrious set of Chinese to open up new country. This undertaking is under the direction of the missionary of the

Presbyterian Church England, and is entire- ly self-supporting

A proclamation stated to have been issued by His Majesty the King of Siam to the effect that no children who are entirely naked will be henceforth allowed to roam the streets, and that every person over the age of ten must be clothed from the knee, to the neck. Non-f compliance with these regulations will be punished by fines. In Singapore now, on the Esplanade, Chinamen over the age of ten, nearly nude, are permitted to stand gaping two yards off at European Indjes,.

A CATERPILLAR PLAGUE... The caterpillar plague which has appeared in the Kuala Lumpur district, is said to be one of the worst calamities affecting planters. Unless this plaque is exterminated it will mean the ruin of coffee estates all over Selangor.

Caterpillars first appeared at Petaling about the 15th of last month and ate up the leaves of the coffee trees over an area of about 30-acres, The plague continues to spread, and some 250 acres at Petaling are now affected by it. The caterpillars are in such numbers that a coolie can only clean about 40 to 50 trees a day. A specimen of the caterpillar was sent for examination to Mr. H.N. Ridley who found it to be the bee-hawk moth. It is a very evil. beast in the caterpillar state. The Chasseriau On the afternoon of Thursday, the 1st inst Lieut.
