It seems that the people, living inside the native city of Foochow namwly excepsi mes- sacre and pillage, recently. According to dia- patches received from that city by the local mandaring (says the N. C. Dally Newt) a ver1ons conspiracy of secret jaclety man to selxa the place, kill the mandatsa and Maochus, and hoist the fig of rebellion, was lately div covered through the giving way of the plot by an entilde recrult of the conspirators. The men concerned were mostly Kolaa Hut men belonging to the regiments parrisnning the city, and recruity obtained from theircal desperadoes and scum of neighbouring c'tles. Neady 300 men were bidden, in the Tartar clay ready" to rise as the Binnermen when the revolt took place, but, as already stated above, through the freachery of one of the men, fosterd of being the ones to surprise the conspirators themselves were surpised by tha mandarins, roma thirty society mea being arrested in the Tartar city alona. The remalader managed to escape, and li was imposible to arrest the society men in the garrison for fear of forcing the situation. It appears that the only mon the Foochow mandarins have any confidence in at present are the Vicceor's own bodyguards and the local multis—all the rest keing #31- pected of Kalao Hut procliviii.
