Reference is also made to historical relations, but the point is too vague to be interesting, Four solutions of the problem are catalogued an exhaustive; the first that the islands should be declared independent; the second, that thele neutrality should be guaranteed by the Great Powers, as is the case with Samos; the third, that the United States should annex them, and tha fourth that they should be parttilaned, The second of these solutions is pronounced lacomparable the best, Independence is hopeless, for the lalanders are quite unable to maintain it, and partition would call into operation highly dan gerous forces. The only practicable alternatives TO annexation by Americs or guaranteed neutrally. It is advised that Japin should devote her energies to bringing about the latter solution, boldly taking the loftiative la pro posing it, if recessary; and that if the project be not lessible, she should throw all her in fluence into the icale in favour of annexation by the Valled States.

The American newspapers have seemingly done their level best to keep the public loformed to the progress of crint, but there is a dis- crepancy between thele news and the reports published to the journals of Mudrid which is positively irnileg. "All the troops of the Yankeen are in the far western part of the country, many thousand miles from the Atlantic coast. There are only a fow thousand men all told, and they are paid and ill fed. and not willing to fight. To tilise this force it will be necessary to bring it to the Eastern seaboard, There is bul one allway by which it can be transported, and that is an old and poorly constructed affair. At one place this railroad passes over Niagara Falls, Cataract 3,000 feet high, near Labrador. At last secounts the bildge at this place was in a very dangerous condition.
