THE PLAGUE.
Mr. Fied Fachus'ds, a brother of the young indy who teply succumbed to plague, was taken to the Gorgnment Civil Hospital a few days ago suffeßg from lever. Yesterday his symp.. toms were sach that "he "was sent to Kennedy, town Hoplial. This morning we were pleased to hear hat he was out of danger and that his condiion was fesproving.
P.C. McDonald, who has had a rather rovere attack of plague is now convalescent and yester- daybe was allowed a day's leave from hospital; | Tie effect of his illness has toki upon him con-
derably, especially in the matter of weight. Apropos of plague good story is told con- cerning the outbreak of 1854. A certain police officer, who had been a tentolaller all his life, was feeling poorly and he consulted a well known medico, now is England. He told his patlest that he would have to leave off the whisky or it would be a serious matter for him, The patient saplled in dismay "Why, doctor, I don't know the taste of whisky or any other splaits," "You don't said the doctor, then
it's well-lima you did."
Daring the 24 hours up to noon, toth May, as new cases and 13 deaths from plague werd reported, making the total since ist January (130 days) 944 cases aud 750 deaths.

PLAGUE INOCULATION,
SIMLA, Apili azad. There is good authority for the statement that Professor taking's plague inoculations in Baroda, which have been conducted under far more reliable cadditions then any previous ex periments, and which were tested upon the spot by the Director-General of the ludfan Medical Service during his recent tour, give results so promising as to bid fair to be of the greatest Importance in dealing with the p'ague hereafter. It appears that an nearly as penibic half the Inhabitants of a typical infected village were incculated, but to make the comparison, obser. Vallons were confined to families in which all the members were equally exposed to contagion through the recurence of plague carey amongst them, and is each of which some individual were incculated and some not. In such familles shout seventy-four persona were inoculated and sixty-ziae ninoculated. Amongst the unin.] oculated there subsequently azcurred twenty- eight plague cases and twenty-six deaths, whlie amongst the inoculated there were altogether arly eight cases of which three died, the re-j mainder recovering. In other words, it would -seem that inoculation proved a more or less
Ifficacious protection in nine cases out of tea.

THE MONROE DOCTRINE. To Teh XDĀTOR OF THE **Homamome' ThemeRAFT."
Six-In the leading sitiele in your issue of tolb instant, "Perfdions Albion and the Monica Doctrine," the odgła of the line of policy fami- lar to the world as the Monroe doctrina is left is doubt. As the maiter is of· considerable İnterent at the present moment perhaps you will allow me to add a few words of explanation which may arise the solution. Having no books or other authorities convenient for refer ence, I write under correction, relying mainly upon memory and the contents of a letter recently received from Griend In Philadelphia.
Most of your renders know all about the "Holy Alliance," Very low yours ago every combination of despots to crush the efforts of men struggling for freedom was credited with divino origin and enveloped in the odeur of sanctity. The rise of the United States and the progress of free inatliations in Great Britain were vlowed with suspicion and apprehension by the sstocrats, or personal islers of Europe; and while Spanish America was achieving its Independence the sovereigns of Austris, France, Prosals and Russia entered lato a soleme pací to assist each other to subdus all attempts at democracy or popular freedom; and on the other alde to maletsin abrolatiem, Thie, shortly was the Holy Alliance, than which nothing could be more repugnant to the spirit of the governments and people of Baltala and Ame: rica. The alliance was undoubtedly intended is crash the rising republics of Spanish Ameries and re-establish absolutism in Western Americs, wherever prilble to do to: and it was then that President Monroe zave solemn warning-that if the Holy Alli ance made any more of that kind the Untied States would go to ih aid of such republics i the British Governmen', on their part, letting the world know that in such a struggle Brush sympathy would be entirely on the side of the United States. The effect of this manly warning was that the Holy Alliance desisted from its Yowed purpose to crush liberty in America and alsa in Europe.
"When President Monine first cancelated the doctrine," so my correspondent writes, "thai an Injury done to any American .ubifc by a European power was an injury to the United States, and that the latter power would resent Boy effort of European monsrchlesto extend thefr system of Government on the South American Continent or spread their territorial possessions in the new world by conquest or colonisatios, England was the European power, and the only power, to give adhesion to this dectripe which has since borne the name of the president who declared it. Inderd the British Government prompted Fresident Mozros to make this de- 13 claration."

THE DEFENCES OF HONGKONG.
In the course of a well-laformed, nellale în iks | Naval and Military Vagarier as Hongkong, which is termed "Ons Gibraltar of the Far | "East," the wilter, Lieutenant-Colonel Le Me

Moreover I believe that the town and harbour could be shelled by ships lying off the south coast What is peeded to render that fortress Imprez able is a proberly constracted set of works for the protection of that part of the island. These forly days til! harvest scam almost an age, and hundreds, perhaps thousands, will not live to see the wheat that looks so promising now.
Speaking of the famine in North Kiangsu this year, it may be of faterest to some to recall the work of the Yellow River when it flawed through bere. The records are lenible. The fickle and resistiess alream so often poured her muddy waters over this great plain. The history now at band goes back with fulness to 1350 A.D. Between that date and 1860 there are 53 recorded overflows. That makes an average of one overflow every 11 years. How. ever, early in the millennium the channel was deeper. Besides, the Inconstant stream oftes returned, and stayed many scores of years la her mother "home." Hence it is only toward the end of her stay in the southern channel that the floods became yearly, . The sorrows that those foods brought, the wart, the ruined homes, the beggared peasantry, the sicknery will never be foily appreciated perhaps The angulah caused is alleviated us this
