The war rumours are exciting Indeed, but we still feel optimistic. As might be expected, numerous telegraphic inquiries have gone northward from Hongkong to day, and the replies have all been in con- firmation of the alarmist telegram which we published yesterday. But we still feel that a very slight difference in the inter- pretation of the wording makes all the difference between peace and war, be- tween security and alarm, between amic- able arguments and bellicose ultimatums, We do not disbelieve that Japan wants Russia out of Port Arthur early, and that Russia wants to stay; but we do diabe- lieve in the angry words and threats.
