conviction bas gained ground with very large sections of the population and I declare, in the name of the federated Governments; that they consider as an imperative necessity that the navy should be strengthened and that its strengh should be fired by legislative enactment. The bill, it ly true, demands a certain sacrifice from the Reichstag. The adoption of a policy of adventure in far from the thought of the Govern ment, as is any intention of rivalry with great marlilme power. If we desire to secure a posi ton to the concert of the powers, which we must have, a fleet of modest dimensions will be adequate. I ask you to adopt the bill for the welfare of the fatherland." (Cheers from the Hight.)

Admiral von Tirpits, the Secretary of the Navy, then addressed the House, explaining in detali the necessity for introducing the bill to strengthen the German Davy. He poleted out that the proposed new ships would establish a basli which, for a long time to come, would meet the requirements of the country. By the adoption of the bill, the Secretary of the Navy contlased, the next Reichstag would ba debarred from retarding the rate of construction, but he insisted that no further restrictions would be Imposed upon Parliament,
The Secretary of the Navy said that, in con- Bection with the coinpleilós of the Kaiser Wilhelm canal, tactlest calculations were made in regard to the necessary strength of the feet in order to render offensive action, even on the
part of the strongest naval power, impossible. e added.---" In the demand for two squadrons
of eight ships each we are supported by the whale corps of naval officers. I am prepared to give more detailed explanations in committee regarding the milliary polats involved. Out active flest is a fleet for delence. What we naik Is the minimam necessary to enable to throw a heavy weight into the revles on the side of pence. In 1904 our A-et will no longer be:s quantlik negligeable, and Girman maritime -faserests will have been fecreased. To under estimate the Importance of this would endanger the interests of the emplie generally."
the
In conclusion Adviesl Thpix declared that the present system of voʻing naval supplies must be changed, and he appealed Reichsing to favourably consider the Govern- ment's measure. The Admira''s remarks ware greeled with cheers from several factions.
Herr Schoenlank Social Democrat, opposed the bill. He thought it corlous that the flaws to the navy had only now been discovered. | Altompts were belag made, he claimed, to frighten the people with phantoms and excite them to a craving for glory. How, the speaker asked, could this be reconciled with the pacifc declarations of the Emperor ?
