Mr. Chater, Chairman of the Jubilee Celebra- tion Committer, in asking His Excellency to lay the stone, said-Your Excellency, as Chairman of the Jubiles Memorial Committee, a very pleasant duty has fallen to my lat on this Botable day, I have to ask your acceptance of this mallel and trowel, and with them I beg you will lay the foundation, stone of the Victo:fa Hospital for Women and Children. I shall subsequently pray your Excellency to lay a stone to mark the commencement of the Vic'ozla Road. These two works bave been selected, ont of numerous precis and after much cor- sidera'tan, to commemorate the completion of the sixtieth year of Her Majesty's long and glorious relgr, the longest relgs in English Efstory, the one most pregnant with progress and prosperity. Ten years ago we celebrated the Jubilee cf Her Majesty's reign, but at that time it was still sur ested, in point of years; by those of two of her royal predecessors. Today e rejalce in the fact that the reign of Queen Victoria has excelled in duralton "even that of her venerable grandfather George 11, while it immeasurably transcends It is impor tance, both for the nation and the sovereign, It is right and fitting that we should regard this as the reddest of red-letter days, not only la the history of Great Britain but also of that of Greater Britain on which the sun nevar sels, and of which this rocicy life forms one of the sentinel out-posts. The subjects of Her Majesty here gathered-and they embrace almost every race and creed-and the sojourners within our gates (riends of all nationallile) have joined most heartily together to do honour to the gracious Lady, who far so great a span of year has swayed the sceptre of a mighty Empire with a fact and wisdom never surpassed in the history of mankind. (Applause). We have resolves, not only to make the anniversary memorable by the jubilations of prople and the fees to beheld, but we have, to the best of our ability as a com- munity, determined to perpetuate the Jubilee by permanent memortals which will remain, in all the years to come, to attest our glad appreciation of an unparalleled event and an incomparable reiga. (Applause). I will now, with your Exce leacy's permission, very bilefly refer to the cir comstances which led to the choice of a Hospital for Women and Children and a Road round the Island as the permanent memorials of the sixtieth year's reign of Jueen Victoria. As you are aware, the Permanent M:mortal Committee bad a variety of proposals to consider, and a Sub- Committee was appointed to ascertain, as lar 45 practicable, the wishes of the Community. This was done very thoroughly, and It was found that opinion was nearly divided in lavour of the ́establishment of the Hospital and construction of the Road. The funds likely to be subscribed were not then expected to prove pofficient lo permit of both projects helng und.rtaken at once, but by your Excellency coming forward and promising to help whh an amount equal io the sum sabrcibed by the general pubile, then estimated at about $50,000, and engaging 10 Ciny on the Hospital in conjuncilon with the Civil Hospital, this difficulty wis entirely and successfully armoanted. (Applause).. I am proud to say, your Fxtalle.cy, that our climate of the total su:scription has been greatly exceeded; it bas indeed, thanks to ant wa.thy and energetic Honorary T.easurer (sppline) and Indefatigable Hen. Secretary {xp- plause)-assisted by Mr. Fang Wa Chuco, who worked most "sixenuously, amongst the Chinese, been neatly deubled, the moant con- tilbuted by the whole community-Bilish and the Chinese-being upwards of ninety thousand dollars. (Applause). To this fund the residents of every nationallty have subscribed engrud- gingly, everyone giving what he could afford, and when the form of the memorial was decided, the advocates of other schemes were as unani: moar in the movement as the rest. (Applans) The Colonisis dare responded nobly to the call; they have proved themselves equal to the Occasion; and, cosmopolitan as the popolari ñ undoubtedly is, it has shown itself heartily loyal and sympathetically British in its determination -(applause) to adequately toapur our Nicen and maintain the credit of the Colony for litera- tity and good feeling. This ceremony over the company proceeded down to Jadine's Wharf, West Polo, and embarked on board the Steamboat Co's steamer Heungshan, which was prettily decorated with banting. The Governor's party embarked on a private laurch. The party proceeded down the Sulphur Channel to the spot marking the card mencement of the Rosd'round the faland,
At this spot a naisbed had been erec'e?, from the il galaff of which the Union Jack fluttered to the refreshing north-tas'erly breeze. The Governor's prly disembarked at a bambog pler, and proceeded to the loundation stone. The stone bears the following Inscaption :--

Mr. Chaver, sald-Yeur Excellency, I bave row the pleasure, on behalf of the Committee, to beg your acceptance from the Colony of this mallet and trew-1, and to ask you to use them in laying the first stone of the Victoria Rord.. I have already, at another place, gone into the bis- tory of this road, which is to be one of the memorials of her Misty's S'x'leth year. of Soraclenly over the Blish Empire, I do not propose to detain you long, but simply to menilin that, the sum subscribed being so largely to excess of the amont expected I would propose to your Excellency thit. Instead of eaking a commencement of the 191d at Kennedy Town salt, you should saitariz its commencement at both ends, that is to say, simultaneously at Kennedy Town and at Sai Wan. (Applause) The money in hand amply jasily such a step, and by adopting this course there will be a prospect of most of the subscriber to the Road being enabled to make use of it within reasonable time.

His Excellency said-Mr. President and gentlemen of the Jubilee Commilles I have great pleasure to accepting this trowel and mallet and I shall ald them to my interesting colizetion et meminides, and I assure you appreciate them very highly si they are connected with the great commemoration we celebrate to-day. I quite concur with the suggellos you bave rande as the commencement of the road a both ends, and I am very glad ludced that the gestion has come from you, and I will give orders that that suggestion be carried out.
