In another column we publish a very Interesting article on sanitary affairs in India, for which we are indebted to Indian Engineering. The article is noteworthy, time when we and especially interesting at the present Bre on the tip-toe of expectation owing to His Excellency the Governor having stated at the last meeting of the Legislative Council that he had just received from the Secretary of State all the correspondence connected with the agitd tlon for the reconstruction of the Sanitary Board, Including the Secretary of State's decision, and that the whole correspondence was then, or would be the next day, in the hands of the printers, and would soon be la possession of honourable Members. The confession that the long, loaked-for decision of the Secretary of State on this vitally important ques- tlon had reached the colony was wrung from the Governor by the Hon. T. H. WHITEHEAD, who, to draw attention to the unexplained and unprecedented delay in reconstructing the Sanitary Board, moved an amendment to the

"Governor and Legislature" to reduce it by $100. Then, and not till then, did the Head of the Government deign to announce to the representatives of the ratepayers that he was in possession of information for which they have walted more patiently than the Executive had any right to expect.
