HONGKONG, FRIDAY, DECKMHIX 18, 1896,

NOTES AND COMMENTS.

In another column we publish a very Interesting article on sanitary affairs in India, for which we are indebted to Indian Engineering. The article is noteworthy, time when we and especially interesting at the present Bre on the tip-toe of expectation owing to His Excellency the Governor having stated at the last meeting of the Legislative Council that he had just received from the Secretary of State all the correspondence connected with the agitd tlon for the reconstruction of the Sanitary Board, Including the Secretary of State's decision, and that the whole correspondence was then, or would be the next day, in the hands of the printers, and would soon be la possession of honourable Members. The confession that the long, loaked-for decision of the Secretary of State on this vitally important ques- tlon had reached the colony was wrung from the Governor by the Hon. T. H. WHITEHEAD, who, to draw attention to the unexplained and unprecedented delay in reconstructing the Sanitary Board, moved an amendment to the

vote

"Governor and Legislature" to reduce it by $100. Then, and not till then, did the Head of the Government deign to announce to the representatives of the ratepayers that he was in possession of information for which they have walted more patiently than the Executive had any right to expect.

The article in our Indian contemporary states that the resolution of the Govern- ment of India in December, 1895-in which the framework of a scheme for the reor- Advertisements, r., bo zbiramed to the Manager, #ganisation of the sanitary services through- out India was set forth has been given effect to in the North-west Provinces, a

Like many other official acts In recent times, It passeth comprehension, neither doth it lend itself in sensible TELEGRAMS., of the United Cable Companies, for the reasoning. If the squandering of $12,856 In the suppression of the outbreak-which, by the way, never reached alarming epidemic form-ls to be considered meritorious, then, of course, the problem is easily solved; but we should hardly have thought the extraordinary expenses incurred through the folly of the Government in selling at public auction the plague-infected hovels of Tal-ping-shan, and allowing the buyers to carry the bricks, tiles and woodwork all over the colony was a matter for con-

Mr. CHAMBREELAIN is probably not so much to blame as a cursory glance over his despatch would lead one to suppose. We fear he has been misinformed.

The situation in the Pallippines appears to be getting decidedly "breesy," The rebels have evidently been able to hold their ground pretty well, for consignment after consignment of troops is being poured into the islands, Spanish warships have been sent out from Europe to strengthen the feet, in the archipelago, and a new General, who is reputed to be a regular "fre eater,” has replaced General Blanco as supreme ruler of the dependency.

Here, Sanitary Commissioner, and the Sanitary then, we have an admission that through Engineer, who is also to become Secretary to the Board, while the Inspector-General of the cleli hospitals is appointed President: The reconstructed Sanitary Board will, it is stated, have to give special attention to municipal sanitation, and it will, without special reference to the Public Works Department, itself give sanction for the construction of sanitary works and itself pay the cost of such works out of the funds placed by Government at its disposal.

With our Calcutta contemporary wa Bgree that the Board thus remodelled seems well suited to meet the requirements of a reasonable amount of self-government, and (what is most important) it will insure that local bodies spending money on sanitary works will not be subjected to the indignity and annoyance of having their opinions ridden over roughshod by a single "expert" or some mischievous faddist. We congratulate the ratepayers of the North-west Provinces on the happy Issue out of what was doubtless a great difficul- ty, and we also avall ourselves of this opportunity to congratulate the Govern ment of India on the wisdom displayed in the premises; for it has looked the situation square in the face, admitted the utter fallure of the old system, and done all in Its power to improve the status of the Board and give to its operations a wider, more useful, and freer scope than it ever had before. Would to God we could say the same of the Hongkong Sanitary Board!
