PHILHARMONIC SOCIETY'S
CONCERT,
Lovers of music mustered in strong force at St. George's Holl last night when the Hongkong Philharmonic Society gave their Brat concert of the reason. The hail was filled and among thee present were His Excellency the Governor and Captain Sterling, A.D.C. The overture was atisteful arrangement from Balfe's "Bohemia Gl" and the orchestra acquitted itself credit- Abir in execution and time. Kücken's "Good" nisht. Farewell, had a pleasing rendering by ME. E. Hill, and he was warmly appi-uded. Mt. G. P. Lammert and chorus sang the
well-known drinking sang from "Cavalleria Rasicans," and the number was heartily appre ciated, the solo and chorus alike being capably rendered. Miss Coxon, who in a warm favourite with Hongkong audiences, sang two exquisite Life French songs, (a) "Scopir," and (8)" Chutmanto Marguerite." In both numbers the fel vocalist was heard to splendid advantage and the rounds of applause and the beatly
recalls she received festified to the appreciation of the audience. Miss Cozen kindly complied with one recall and her hearers parted w her very reluctantly. A minuetis and trio

The Club kicked off, with the wind, and speedily took the ball to the Yorks' goal, where they obtained a corner, which was neatly kicked by Slade, but not converted. The Yorks then got away with the ball, but the Club were quickly on it again and brought it to the Yorks goal, but mired the shot. Two corners then followed for the Club, which were kicked by Locker and Slade respectively, but, although well placed, nothing resulted from them, except shot by, Grayson, which missed. under the Act of 1885, have, up to the end of 1891, exceeded by £158,311 the contribu:los monde ander that Act by the Exchequer,
The Act of 1883 was introduced at the end of the Session by Mr. Chamberlain and Mr. John Holmes. It was accompanied by an explanatory memorandum, in which the following, amongst othes statements, were made —
The following arrangement has been made between the Treasury and the Board of Trade for the purpose of simpillying sccounts and Improving administration.
As batwren the Pahlle Exchequer and the Mercantile Marlee Fund, the effect of the arrangement will be to leave the gron amount paid on either side as nearly 1s possible the same as at present, bat to
make the payments to a leas troublesome and more convesient form, and to appro- priite to the respective funds these items of income and expenditure which properly belong to them.
As regards shipping, the effeci will be to relieve them from a charge of £70,000 & yes!.
The bioplog teen were abolished under the Act, and the Departmental Committee's report shows that the effect of the abolition was to
cause a serious deficiency in the Fand, and that this dendency was made up by an increase la the light dues.
The shipping fee were contribaled to by the shipowners and the seamen; the light dues are paid by the shipowners alone. The effect, therefort, of the Act has been to relieve the sea- men at the expense of the shipowners, and the Exchequer bas, under the Act which was fatro- duced for the purpose of simplifying accounts and of relieving shipping from a charge of £70,000 year, made a profit out of the ship- owners of 156,313.
