We note from recent Issues of our Shanghal contemporaries that there has been either in fact or, at all events, In contemplatit an attempt on the part of the Chinese authorities to "jump a clalm"-as the North China Daily New puts it-at Shanghai, and that those who held what they believed to be riparian rights to certain portions of foreshore are disputing the legality of the action of the Chinese and, mirabile dick, rely to a certain extent upon Chinese law and custom for a settlement of the dispute in a manner agreable to the foreign loscoes. The land in respect of which the difficulty has arisen is known as "Bund foreshore" that is, it is foreshore of land within the boundaries of a foreign $$ settlement, or concession, Presumably It is a portion of the beach or bank of the Whangpoo River. Assuming this be so, we have no hesitation in saying that the claim of the Chinese authorities is preposterous, that no question of the kind should ever have arisen, and that prompt and very décisive action should be taken to settle DAKIN, CRUICKSHANK & once and for ever whatever issues are

LORD Charles Beresford paid a visit to-the House of Commons the other day and addressed the Parliamentary Committee of the Navy League on the question of manning the Fleet. St. Charles Dilke occapled the chair. The strengthening of the Reserve will form an important feature in the Naval programme sext session.
