This morning the, Observatory signals in dicated that the storm had passed to the west of as, and, though the wind blew strong and fitfully,
during the day, traffic was not interfered with andike steamers'all returned to their berths.
Thanks to the ample warning bath from Manila and our very own Observatory, and the fact of the blow passing well to the southward of us, very litle damage was done in the Colony. The hideous and practically useless matshed recently erected on Pedder's Wharf was of course completely unroofed, and two large jobles that foolishly failed to an for shelter came to griet alongside the Fraya, wall. Their crews were not drowned, melther were their foolhardy skippers, Tws dust-boats were washed athora down Wanchal way.

In our opinion the only persons entitled to sit on an advisory Council are the shipowners, the shipbuliders, and the registering societies—the | first find the money, the second the technical knowledge, and the third see that conditions of safety are complied with. If the Council were 4a bé a legislativa body, or an adminlitentive body, it would be different, and ail possible in- terests would requiro ta bo considered ; but It In not. In front of the Counell stands the Board of Trade, and behind the Board of Traða stands Parliament. The Council would have to advise there bodies in the Interest of the shipping frade; it would not have to advise them in the Interest of underwelters, or of master mariners. Those interests can mizke-themselves-heard-in- Perilament and elsewhere by methods open-to all the world, but we submit that they have no locus standi Shipplag Councili designed to protect fadastries which they neither create nor own. POLO AS IT SHOULD NOT BE PLAYED. The various recognised saiboritles on, and exponents of the noble game of polo bave one and all-dwelt on the scientific features of play, and have counselled instruction as to how perfection can best be stained by each player each distinct role. We are most of us damlilar with those pamphlets under the title of "Don't" that lay down rales of what should not be done by any one aspiring to politie society. A treatise olmar lines entitled "You Musta'i” is much needed by the young pole player. You mustn't cross; you mustak hit another polo player's pony's legs, and such similar admealtions would be not out of place for the guidance of beginders. None of the authorities on pale are helps 10 beginners in this essential need. Players are instructed what to do ; but there is no cautión' Imparted to them as to what they should avoid doing. I have recently had painful experience of this lack of education on the part of a school of once in aur stallon games found myself playing beginners, át Maddlepore.
