A SIGN of the times is, according to a comTES- pondeat of the Foochow che, to be found in the appointment of Me. Minchin to be Interpreter of 150 Board of Foreign Trade at Foochow, The corresponden! of Our contemporary writes:-A sign of the times is the appolatment of Mr. Minchin to the Interpretership of the Hoard of Foreign trade la Foochow fos. In former days a man in the East who made bimself unpleasant to his Government had his head whipped off; while now a practice of the West is being adapted-well, if not actually a practice of the Weit, a plan more than once resorted to by the British Government-namely, the finding of post for a troublesome subject, even if it was only the Governorship of a remote colony. And so it happens that Minchin has become in terpreter to the Foreign Board. Concerning the effects on the camphor trade our Informant was not quite so positive. As the producing fields of the world were very limited ha thought it kely that the price would accommodate itself carlly to the tax. On the subject, however, of the trade to general, our representative was told :—" The Japanere abeclately prohibited the production of camphor at the end February last, closed up on stiils and drove away our work- men, with the result that the stills are now all cold, and in most cases have been wrecked by the savagen. We wid bave to gather together bar workmen and rebuild our stills, and all täis will cost us nearT na muck as it will the new-comers to begla. We want to know if we are liable to be thus stopped arbitrarily at the pleasure of the officials at any time, before we again pat our money into the trade.
In conclusion this gentleman said:-There are many things that are hard on merchants now in Formosa. The Japanese make a lot of fuss about land titles for camphor gathering a thing never heard of before, and which is hard to understand. There is little doubt in my mind but that the intention of the local officials at least is to drive out the foreigner If possible.
