THE TRUTH ABOUT THE SANITARY AFFAIRS OF HONGKONG.

The sanitary history of the Colony may be said to have begun with the arrival in present Colonial Hongkong of the Surgeon, Dr. Arzts, and with his exhaustive report on the state of the Chinese quarter of the city sent in in 1875. That report was suppressed by the then

Governor, Sir ARTHUR KENNEDY, and Dr. AYRES was exposed to a certain amount of obliquy and ridicule, bath from the officials and from the public, for his very alarmist opinions as to the sanitary prospects of the Colony. In 1880 attention was again called to the question of sanitary reform, In connection with a triangular duel between Governor Porr Hennessey, the then Surveyor General, Mr. Patcx, and the Military Authorities, of the rights and the wrongs of which quarrel, on its merits, the public knew, and were allowed to know, very little. The result of the disputes, which were referred home to the War Office and the Colonial Office, was, how ever, that an expert, Mr. OssEET CHAD- WICE, was sent out to make a special

A Sanitary Board was called into existence to advise the Government and to perform

In 1887 the Public Health -Ordinance" was passed and the Sanitary Board was constituted as it stood until the resignation last year of all the unofficial members but one, of four official and six unofficial mem- bers, of whom four were appointed and two elected. That Ordinance was not confirmed and brought into force until 1888, and it was not until Juns or July of that year that the Sarllary Board began to exer- 'cise Its functions." It came to an end as a

popularly.constituted assembly early last year, and as the result of the action of the Governor in refusing to place under its authority the newly-appointed, Medical Officer of Health. The Sanitary Board was, therefore, responsible for the sanita- tion of the Colony from the middle of 1888 to the middle of 1895, or seven years, in which it was expected to undo all the mischief done by forty-five years of the grossest neglect and mismanagement by successive generations of Governors and. Government officials, and to carry on at the same time the whole work of the sanitary legislation and current sanitary supervision of the entire colony.

We proposeto give, in succeeding Isaues, the history of the Public Health Ordinance, 1887, and of the discussions and debates that led up to lts, passing in its present shape, and then to review the seven years' history of the Sanitary Board and to point out how imperfectly.
