NOTES AND COMMENTS.
May we be permitted to suggest for the consideration of Mr. F. A. COOPER and the Department of Public Works over which he so ably presides, that the Town Clock would be very much more useful than it is if some steps were taken to renew the original whiteness of Its face, and if, instead of being lighted by gas an electric light was introduced into the clock tower. We are assured that the whole of the work could be done in a week, would not cost much, and would not necessitate any addition to the permanent staff of the Public Works Department:

The Custom House, as you have doubtless beard ere this by wire, has been re-opened under Llu's auspices and is in full charge of twe Chinese Customs Tidewalters who, I rederstand, remained here only owing to their having misard, owing to the bad weather prevailing, their passages by H. M. S. Spartan, the vessel by which Mr. Commissioner Spinney, Mr. Assistan Morse, the Bost Officer and Casioms Examiner "scuttled" to Amoy. Unfortunate as it may have appeared to the Tidewatters (McAllam and Burton) Ja question at the time, their failure to "skip" with the rest of the Custome prople, their ill-fuck bas to a great extent been modified by startling, rubrequent events which may be set forth as follows:-

KOREAN NOTES.
(FROM OUR CORRESPONDENT.)
CHEMULTO, July, 3rd.; Just a few lines to let you know that Pak, the Prime Minister, sich-enemy of the Queen and Mla (or Calarie) Parte and prefied of the Russian Minister, is "going it" rather too fast in Seoul, He is arrogint and haughty and loses no opporia Ity of snubbing the palace officials who have the ear of the Queca, thus annoying Her Majesty to no small extent. The result is that the pro-Russian and pro-Chinese parties are at loggerheads, rumours of conspiracles are as Dumerous apples to autumn, and it is, of course, quite on the cards that an attempt will be made to either potson or batcher Pak at 40 early date. It is said that he is making prepara tlons to escape from Korea by crossing the frontler into Russian territory, but I'm Inclined to believe that it is more likely ho, will "scoot" some of these fine days by steamer to Japan and thence proceed to Vladivostock. He Is a clever, scheming fellow and is bound to create serious mischief in the near future not done to death or otherwise summarily suppressed. He's Russia's trump'card at present, and will probably remain es for some time to come unless he sells Rustin just an he has others who befriended him la the bour of need.
The Chinese Customs officials, who have hean "ruling the roost" bere ever since van Möllendorf's downfall about ten years ago- when Britishers and Germans were brutally ousted from office to make room for Sir Robert Hart's underlingi-are under orders to "get" and in their stead the Korean Government wil appoint their own officials. This is only as it ast, declared Independent and China publicly should be seeing that the country has been, at renounced all her preposterous suzerain claims. It was through the influence of China's repre- sentative in Seoul that the Royal Korean Customs Service was extinguished and the Customs revenues of Korés collected by officials who owe allegiance to Sir Robert Hart and who are servants of the Government of China,
Je la rumoured that the ports of Malepo, in Chulla province, and Pingyang, la Pingyang province, will shortly be declared open Treaty ports. Bat for the banelut Influence of China these ports would have been declared open.ten. years ago.
As far as the independence of Koren goer It doesn't count for much at present, for Pak's party are right on for Russian protection and they desire to use Russia as a buffer to a possible Japanese advance Into China in the "sweet by and by." Altogether things political are borilbly mixed here, as bad as ever, and Korea is fully entitled to the unenviable title of "the Bulgaria of the Far Orient,"
ANOTHER ACCOUNT. The Seoul correspondent of the N. C. Daily News reports that Pak Yong-ho had beca "coquetting" with Russia. It is true that he abused the Japanere and made arme sort of overtures to Mr. Wacher, the Russian Chargé d'Apetres, but the latter was too well prepared, and volded what was Huld else but a Japanese trap. Mr. Wieber's action throughout the whole crisis shows he is a clever diplomat-Despite all their endeavours the Japanese appear to bave failed in their end- eavours to supplant the influence of the Queen and her relatives. Two of her cousins have been advanced to the first rank of nobility, which may either be regarded as demonstrating the impat- ence of the Japanese, or a wish on their part. conciliate, if possible, her Majesty. Rumour further asserts that the Queen once more belda the reins of government, in which case the be decidely antl- government's policy will Japanese. Our correspondent thinks Russia will
have been satisfactorily put through promptly and effectively. And It is presumable that other vessels arriving here in the near future, whether regular liners Of through in a thoroughly expeditious manner until, and it's a big undil, the Japanese arrive and opset Lia's apple-cart, or until Lin defeats the Japanese, drives them out of Farmoss and returns the Island to bis Imperial master, the mighty "Son of "eaven." Llu has, of course, elther to drive the Japanese out of Formosa or get out (if possible) himself, and this being so it is rumoured that he has fixed it up" wib McAlam to smuggle him out of the country when the worst comes to the worst.. In the meantime Liu rides the high horse and McAllum and Barton are prefiting by reason of what may not be inantly described as "the find It rather difficult to dislodge Japan from fortunes of war."
Once more I have to refer to the gratuitously offensive, lying and malicious reports respecting South Formosa which have been published in a ̧
certain section of the Far Eastern press. One
more than ordinarily venomous and mendacious report stated that the community bere was entirely dependent on the fleet for provisions This
is an absolutely false mazeriion, without g
