THE NEW FRANCO-CHINESE
TREATY.
The Peking correspondent of our Shanghai morning contemporary asserts that the French Minister, shortly after the signing of the China-Japan Treaty, Banded in demands embracing nine articles and relating to the Yunnan frontier and its tradal facilities with that province, beautifully termed "South of the Clouds. Continuing, the correspondent maye he la not sufficiently acquainted with the geography of that region. nor with its | commercial or strategic importance, nor with_the_fradal facilities offered by Yunnan through Tonkin, nor with the relations of the new treaty signed on the 20th at the Trong?! Yamen to the proposed Buffer State, the river Mekong, the Burmah delimitation treaty, or the Hallett Colquhnun railway scheme, to pro- nounce an opinion adverse or favourable.. He must leave it where it is for the present, in his mind at least, fs nubibus. It is asserted that a considerable tract of Yunnan territory, according to the Chinese, handed over by England to China-has been handed ever to France, which some Chinese to their usual loose and general way talk of as a thous and with two towns mentioned as Mengchiala and Wate, which may or may not be found on most maps. The Chinese do not seem to place any great value on 'their concession, but then they are intensely ignorant of their own country and the commercial or strategic importance of places on the froniler. They think it in a malter that concerns themselves and they cannot understand how other nations should be interested in it or feel called upon to remonstrate or pretest. It may be taken for granted that the French would not ask for anything which was of no value. They have had the region and its capa- citles surveyed and the treaty is based upon their representations. Some of the Chinese have the rumour that Yunnan has bren ceded to the French others that a portion of it only has been surrendered. The Chinese official world says they have not suffered any important loss and that If they had not agreed France might havA taken Yunnan, It is understood that the right of France to import salt Into Yanaso has not heen conceded. That is a monopoly which the Chinese guard with peculiar care. It is feared trouble may yet spring out of this newest treaty signed by the Taungli Yamen.

THE HONGKONG TELEGRAPH, TUESDAY, JULY 16, 1895.
* BRUNSBUTTEL, June 20th. At a quarter to four this morning the imperial yacht Hohenzollern, with the Emperor William and the princes on board, entered the western water gate of the Belle and North Sea Canal lo order to formally open it. The gate was magni- ficently decorated. The Hokensollers passed through amid ringing cheers from the military associations, students delegations and masses. The band played the national anthem and accompanying the music were the volces of the crowds, who joined heartily in the charus. His Majesty stood on the deck of his yacht and bowed thanks with visible emotion on all sides, At four o'clock the Rohtasollern severed the red ribbon stretched across the canal and com- menced the passage of the 'new waterway.
HOLTENAU, June zotb. The Hohenzollern reached the canal lock.here at 12.40 p.m., belog the first vessel to formally pass through the canal, and was greeted with vociferous cheering from the masses of spectators. The appearance of the Hohenzollern was the signal for simultaneous cannonading from the vast fleet of warships in the bay as they fired salutes in honor of His Majuty." The Hohen. rollern then replied with her guns to the salutes of the foreign warships, and the opening of the Baltic and North Sea Canal was an accompilahed fact.
This is the 58th anniversary of the accession of Que Victoria to the throne of Great Beltuia, By special command of the Emperor a royal salute was fired at noon from all the German ships, which at the same time holsted the Boltish flue to the strains of the national anthem of Great Britain.
PARIS. June 20th,
The Hamburg correspondent of the Matim telegraphs that on leaving the banquet at the Rathaus yesterday evening Emperor William said to the French ambassador to Germany, M. Herbaite-"I am happy to go with you to open the canal in the presence of the French squadron which deserves much admiration. I hope the Inauguration will not be the last we shall per- form together for the cause of peace and honor and civilization."
The Figaro's correspondent at Hamburg tele: graphs thất Prince Hertl of Prussia has införmed Admiral Menard that the Emperor proposes to visit him on board the Herche, the French fing- ship.
TOULON, June aand.
The French battleship Redoubtable, 8,860 loss displacement, is ashore off Capt Sopet, and has signalled for assistance.
LONDON, Jone zand. The Pall Mall Gazzits, referitng to the efforts made to borrow money for China, says:— "The bitch in the Chinese loan is due to the fact that befeen the Russo-Chineze arrangements had been effected a contract for a loan had been sigued with leading London backers, which placed 1,000,000 at the immediate disposal of Chins, and a bank was given the option of arranging the great loan which was to follow. Russia learned of the negotiations and brought her influence to bear to undo them. It is doubtful whether she will succeed, as the contract cannot be set aside with Impunity."
THE FOREIGN POLICY OF

But how or when the jolat resources are to be directed to the attainment of common ends wAS not revealed. alleged in the Senate, that French Interests in Tonqala justified it; the real reason was an open secret. There existed between France and Rovia an accord as to which no definite Information had a yet been communicated to Parliament. All they knew was that there bad been letes at Cronstadt, at Toulon, and in Paris, and that French thrift and savings bad afforded Russia a very considerable financial co-operation. It was intelligible that the French Government should have been unwilling to break up that accord with Russia, and it was a matter of moment to Russia that Japan should not be allowed to retain possession of Port Arthur, Still, the fact remained that the combined action of France with Germany, as well as Russlo, to put pressure upsa Japan, was very considerable emphasised by the circumstance that previous to the concerted action, France had accepted the invliation of the German Government to participate in the fêtes at Kiel. That invitation might easily have been declined. French publicarlaton had been deeply stirred by fiscceptance, the more so that the refusal of the German Government to participate officially in the Universal Exhibition of 1870, commemorating the centenary The Pacific Mall Steamship Company on French Revolution, fforded a precedent of Saturday filed a petition with Judge Brown of the which the Government could have taken adven- United States district court asking an exemption tage to decline.
