HIGH HANDED ACTION OF THE COLONIAL OFFICE
WHAT WE MAY EXPECT.
Mr. Whitehead has forwarded tour for publication the text of a question of which Mr. HENNIEER HEATON gave notice in the House of Commons for the 9th April.
The question was not asked on that day but was postponed, at the request of the Government until after the Easter holidays.
The question has no direct hearing on the affairs of this colony, but the facts sat out in it are a very effective illustration of the tyrannical rature of the dealings of the Colonial Office, with Crown Colonies, and a warning to Hongkong of what may be in store for her if she does not heatle herself to obtain a more effective control "over her own fate and fortunes.
THE QUESTION.
No. 1o. Mr. Henniker Heaton-To ask the Under Secretary of State for the Colonies with regard tothe fact that [s October 1894 the Marquis "of Ripon sedered Sir Hubert | rningham, Governor of Maoritlar, to impose a land tym, ned to propone tại thì vote of discover nu a military contribution from the Colony should be doubled; that in Dreember, 1896, the Governor repiled that the proposed locresia of the vote had been rejected by the Legislative Connell of the Colony by is to 12, thst even the Official Members of Cntinell provested against it, that be endorsed their protest and declared that it was materially impossible for the Colony to pay mare, 'that there was a heavy defiell, that 'trade had declined, that the mesent condition
of the silver market prevented any Increase of the taxation which was almost entirely borna by the planters, and that nevertheless a hat tog would be fatrodoɛnd ; and, in wlow of the reply of the Colonial Office to the effort that the ru anked was the smallest which would be accepted, he her it is the intention of the Secretary of State to enforce the payment of the sum demanded, despite the protests of the Givamor and the Òfficial - Members, the vote of the Counell, and the endition of the Colony: And, whether the Secretary of S ste, did, mi promised in the despatch of the 15th January, 1895, consult his colleagues in the British Cabinet, and with what'result,”
