I, after the refusal of the Secretary of State to allow him to reorganize the Sanitary Board on an official basis, the Governor had made up his mind to wreck the Board and to drive from If every honest and independent member, he could not have adopted measures better aulted for the purpose than those he has so successfully selected and applied.

When the Sanitary Board recently strongly recommended that immigration from Hoihow should be stopped, the Governor refused to exercise the summary powers vested in him by ordinance for that purpose, although it was on the advice of the Board that he had obtained such powers and with special reference to Holhow and to the existence of the plague there.
