If that be so, and just to the extent that it is so, the battle of colour wil be won by white men, not by blaster, not even restrictive legsolation, but by the amendment of their ways. It is safe to say that without such reformation the ang- gested competition of Australian bulit and con- trolled mail-boats, to which Mr. Lowry polots as the way out, would prove a serious fallare.

The big American line steamer St Paul was not launched to-day. At the eleventh hour she disappointed her owherders, the Mesa Navigation Company, her buliders, the Messa Cramp, and the vast multitude of humanity waiting to witness her folttal dip, by refusing to budge
an inch from the |Ways. When the schedule time, 1.15 p.m. arrived, the yard was crowded with thousands of sightseers, and Miss Frances C. Griscom stood on the christenleg stand swinging a bottle of champagne Mill which was to give the ship its baptium sed waiting the signal to give its pame. The props were knocked away, but she did not move. Then a favestigation was made, and it was discovered that the tallow with which the ways had been and instead of assisting in allding the bost off greased had caked to the consistency of Allat, rather retarded its movements.
When the condition of the tallow wax preceived, jacks were used without success. Then a line of bose was turned on the ways in the hope of loosening the tallow, but this, too, fa led. Next a bawier was thrown to five boats in the river and all pulled together, but all these efforts failed:
