Had the banks financed purchases with council craits instead of silver paperit never would have left the country, as the price of drafts Cape St. Jars, would have made such operations impracticable. Superfluous sliver has retarded the establish- ment of the gold standard for weeks, while the action of the India Office in letting council bills go for less than 16 peace has depressed the price of paper in England and caused a reflux to Ireli.
There is great satisfaction over the course adopted by the Secretary of State for India in not selling under the last rate. It is generally believed that he will not have to walt much longer to realize 16 pence. It is sigalficant that all efforts to force exchange below 15% have falled.
