simple question. Last year a launch boller blew up, a man was killed, the Government took steps to prevent a repetition, and the launch-owners object. Prima facit, the Ordinance is not a wise one; it entails 1.50 an immense expenditure, so great that one feels it cannot be unavoidable. So far the opposition, which seems to have been begun only within the past two or 75 three weeks, is fully justified; his 1.00 Excellency will probably believe that the estimates of cost of surveys under the Ordinance presented to him are fair estimates, not exaggerated; and ̃ho~-will | probably see that the expense thus shown to be involved is out of all reason.
