LONDON, June 17th. In the House of Commons, last night, Sir William Harcourt moved for the production of papers relating to Manipur. In speaking to the motion Sir William disclaimed any feeling of bostility either to the Indian or Imperial Governments, but he desired a statement of the views of the Home Government, especially in regard to the arrest of the Sengput, which, he wald, affected the relations of the British Government with Indian Native Princes.
Sir John Gorrt acquiesced in the motion for the production of the papers, but said that the time for a full expression of opinion by the Home Gouerament had not arrived. The approval of the Secretary of Stats for India for the expedition to Manipur, he said, was not asked, because it was regarded as of little importance. There was nothing unusual in making an arrest at a durbar as this had frequently been done, but owing to the massacre of the Chlef Commissioner and others the affair would remain an obscure page of history. Sir John conluded by saying that criticisms thereon were both unjust and futile.

Dennys, solicitor, stated that he acted as solicitor in the administration of the estate of Teo Wing Yung, deceased, Witness, acted for the widow in her capacity as executrix; Mr. Wotton was solicitor for the boy, her son (the complainant). The Board now finds, after careful consideration, that it will be best to fix a certain time for the officials to forward the money, and suggest that each province pay half the amount levied on it, before the end of the fifth moon, and the remainder before the end of the twelfth. They would like the money to be sent to the Board of Admiralty, who can receive it on bebalf of the Board of Revenue. It is further ruggested by memorialists that dilatory provin- cial officali should be punished, in the same manner as if they were guilty of neglect in forwarding remittances for household and defence purposes. The Board of Admiralty and the Tsung-li yamen, should report Jolatly the officials who are remiss. The Board of Revenue finally prays that if their suggestions meet with his Majesty's approval, he will graciously sanction them.
