We have to acknowledge the receipt of the annual report of the Hongkong Seamen's Chaplaincy for 1890, which is get up to as exceptionally seat and complete style. THE London Press Association says:-The report that the Commission of Petitions at St. - Petersburg has returned to the Lord Mayor of London the Guildball petition concerning the Jews in Russia is not correct, though, as a matter of fact the petition has been sent back to England. It was originally intended to send the petition by deputation composed of the Earl of Meathandothers; butthat project was abandoned and the memorial was entrusted to an influential British resident in St. Petersburg, with a view to the document reaching the Emperor through his Majesty's secretary. This gentleman has now returned the petition with an intloiation that he would prefer it to be presented "in the ordinary way." He received a further sum of $300 from Lo Chun, but he had not. received any more. He had no books to show that he had received such money from Lo Chun. The plaintiff should have Lo Chun, with whom the deposit had been placed; there was no covenant between the present partles. He also tock exception as to the form of action. It would have been more correct if the deposit.
