FOR the past week that erratic, mythical individual popularly known as the Clerk of the Weather has cast a gloom over Hongkong and strictly forbidden old Sal to show himself for a single moment until this forenapa. The weather, in fact, has been duil and dreary in the extreme, and the thermometer has been down as low BI 43° Farenheit; which is very trying after a Hongkong summer. Our superstitious friends of the Confucian order say that this exceptional cold is the forerunner of a great change in the affairs of this Colony for the better. THERE is trouble in the Y.M.C.A. camp in Melbourne. Certain imported members wrote, complaining that Secretary Southwell does not sufficiently exert himself on their behalf and ignores the interests of new arrivals when they come into conflict with those of the native article. The Secretary rejoins that no class. distinctions are observed, and icpidiates "a predilection for mashers." New-comers bring- ing letters of introduction from the sid country expect to be provided with situations right, off the reel. They arrive a large numbers and are mainly composed of clerks and drapers asalst ante, of which Victoria has more than enough for its requirements already. There is no cool. ness shown to these gentry, whose main com- plaint is that the giving of free meals is unduly limited. As a final retart, Mr. S. concludes with the remark that "there is a ring of heartiness about the Association which makes everyone feel at home if it is possible for him to do so." Mr. Robinson, In opening the case, sald the plaintiff claimed damages against the governa ment for the wrongful detention, on two occasions, of the steamer Parig. The pleadings were as follows

1. The claimant is a merchant carrying on business at No. 75, Praya Central, in Hongkong and was during and has continued to be since November, 1888, until the present date the sole owner of the British river steamer Pasig, oficia! number 58335; regularly engaged on the river service between Hongkong and any ports in the Cantot river or Macao, licensed to carry $30 passengers and of2,000 piculs or 257 tons burden or thereabouts.

He maintained that the steamer was properly found and everything was properly declared as required by Section 5. He admitted that if the Governor was not satisfied that the requirements of Section 5 were not compiled with, then be had the power to detain the steamer. Withholding the special passenger licence prevented the steamer carrying passengers. If the Governor had grounds he was justified in withholding it, but he (Mr. Robinson) could not conceive Low he had such grounds, but they readily saw how the Governor was daunted by the complaint of Mr. Arnold and Messrs. Butterfield and Swire that she was absolutely unit to go to sea, with a crew let alone pissen- gers, and he would any that the man that hesitated was lost. They had no right to think that the Marine Surveyor's word should be doubted at all, and during the time the vessel was waiting nothing was done. Ste she was reported as being unseaworthy, and yet was allowed to go to sea and subsequently they allowed her to go to sex with a crew. In the second part there was a claim for $7,252 for the wrongful detention of the Pasig, from Feb. sih to Feb. 28th inclusive, or fourteen days. During that time the Governor prevented them from taking cargo or passengers whilst under going a survey. The Court sat and was com posed of Commander Rumsey, Harbour-master, Mr-Leird, engineer, Victor.Emanuel,__Mr. James, constructor of machinery, Naval Yard, and Mr. Todd. They saw the reports of Messrs. Burnie and Anderson and then they examined and searched all over the ship and they found as their opinion that she was safe and ordered her to be unconditionally released, Mr. Wagner, the Acting Marine Surveyor, under whose respon ability the passenger licence was granted, refused to give cridence before the Court as he was a Government servant and the plaintiff had no power to compel him, and at the Court did not call hips they had not the benefit of hir opinion, and unfortunately since that he had died. Mr. Laird had gone home, as also Mr. James. Mr. Todd had arrived in nort during the last few days and was now in Court and would give evidence, tegeiber with Comd, Rumsey and the captain and chief engineer of the Pasig. The question of damages, the jury would arrive at by considering how many days-

On or about the 27th day of November, 1888, the said steamer Parfe was in every respect fit and properly found for the aforesaid river service until November 18th, 14, and had fulfilled all the requirements of the law, and in Ordinance 8 of 1879. Nevertheless his Excellency, particular the provisions of Section V of the Governor of Hongkong wrongfully delayed granting the special passenger license applied for by the claimant for the said steamer under Section VIII, of Ordinance 8 of 1879, and thereby prevented the said steamer from carrying Passengers for 7 days, from November 27th to December 3rd, 1888, both days inclusive, to the lose and damage of the claimant, particulars of which have been furnished to the defendant.

3. Thereafter, to wit on or about January 30th 189, whilst the said steamer Parie was regularly engaged in the aforesaid river service and was in every respect fit and well found for the said service and not unsafe within the meaning of Section IX. of Ordinance of 1879. and furnished with all declarations, certificates and licenses required by law his Excellency the Governor wrongfully issued a provisional order for the detention of the Pasig under the Sub-section 1 (a) of Sectionl X. of Ordinance of 1879, and under Sub-section 1 (e) of Section IX. of the anid Ordinance referred the matter and case of the sald steamer Pasig to the Court of Survey. In consequence of the mid order and reference the said steamer Pasig was detained in Hongkong for 14 days, namely from February 5th to February 18th, 1889, bath days inclusive, to the loss and damage of the claimant; parti culars of which have been furnished to the defendant.
