A passenger certificate is granted if a ship goes through certain surveys. A passenger certificate of the kind I refer to is granted under smb-section to of section of the Merchant Shipping Ordinance. The Pasig's passenger certificate was for. warded to the Governor for approval on the 26th of November, it came back to me on the 3rd of December and I issued it to the owners of the Parig on the 4th of December, 1888. I received instructions to hold a Court of Survey and did so. The Court was composed of Messrs. James, Laird and Todd, of the Naval Construction Department, the Victor Emannil and Batavia, respectively. The Minutes | of the Court of Survey are with, the Crown Solicitor, The certificate of the Parig was granted upon the declaration of Mr. Wagner, Marine Surveyor. The Court first sat on the 5th February, 188g. The Pasig was ordered into dock on the 8th and reported" ready for survey" on the 11th. The Court went on board on the rith and again on the 13th December. On the 8th the members of the Court were dressed in canvas suits and thoroughly inspected the bottom of the ship from how to stem. The limit of ocean steamship speed cannot be bur off if the increased speed is to be gained at the resent ratio of cost. The tendency, of the time is to reduce the cost of travel rather than to increase it, and it is certain that the fast steamer at present does not help in this direction. It is also certain that there is a rowing desise among people of ordinnty means to make ocean voyages, and that were the opportunities offered at moderate prices they would gladly take advantage of them. A very large and steady business will come from this class of customers. It is even a ques tion. if before many years they will not beconte the main support of ocean passenger lines. But the increased speed when gained at the present this is not the class that can afford to pay for
