Secretary contended that the Increase of the palice's power was necessary, and jostliable from every point of view. His Exellency spoke to the Bill at great length, pointed out the justification for such a drastic measure, assured the Council that there was no desire on the part of the Government to pass the law prior to its careful consideration by the representatives of the various sections of the community and draw attention to the fact that the postponement of the second reading amounted to the Bill being virtually throw" out and that it could be fally, discussed in Committee.

THE STRANDING OF THE

MARINE COURT OF INQUIRY.

A Cour: of Inquiry was' held at the Harbou Office this morning to determine the cause of the stranding of the British steamship Pam brokeshire which ran ashore on the Ladrones on the 15th ultimo. The Court was consituted as follows-Commander R. Hastings, R.N. (Assistant Harbour, Mister), President; Licut, Mills, R.N., Victor Emanuel; Captain Jackson, of the steamship Phra. Chula Chum Klao: Captain Young, Tong Shang and Captain Cole, of the steamship Graalior,

James Doncaster, master of the British steamer Pembrokeshire, said they left, Singapore Now. the 7th with general cargo, had moderate N.E. monsoon until they reached the latitude of Cape Padaran from which place they experienced $'rong monsoon to the Paracels, thence, until Saturday the 15th, had very strong monsoon almost equal to a fresh gale. At 9.30 a.m. on Sturday' the 15th November they sounded 481 fathoms, bottom mud. They were then steering N.E. a quarter east. At noon they took in fare and aft sails when the ship's position was 113.13.2 E.20.14 N. steering N.N.E. At 5.10... sounded in 37 fathoms, bottom clay. At 9.50 pm. slopped the vessel and sounded 23 fathoms, and altered course to N.'E, a half east. At 10.30.aķered course to N.E. and at 10.40 to N. At 1042 pm, to N.W. At 10.45 stopped -vessel again andļ sounded in 18 fathoms, after which they went full speed ahead at the

This was the third voyage that witnès had made with the present Captain. At noon on the 15th the Captain told witness he was going to steer a straight course, N.N.E., for Gap Rock and he saw him againt at 8 p.m. when he hadn't altered his course.

Witness felt the ship strike about 11.40 and was the first to report it to the Captain. The Captain was on the Port side of the bridve at the time. Witness asked the Captain if they would go full speed astern, after he felt her strike, and he said "yes" so witness rang for full, speed stern, and he heard the man that was at the lead say she was going astern. The Captain then went on the lower bridge and wit nest heard him shout out for the Chief Officer, and he then sang ou "full spred ahead " and "hard a port heim.", The ship then came round to the eastward and wopied, Shirtly. after iz o'clock one of, the officers told, witness he need not remain longer at the wheel when he put it amlóships and left the bridge. The crust was then cleared, and after an interval of 45 minu'es the Pesident Mr. Hasting delivered the following.
