TRIAL BY JURY IN HONGKONG.

Ir the palpable and generally recognised miscarriage of justice in the recent Cons- piracy case should lead; as is most probable, to a complete reform of the existing trial by jury system which is such a disgrace to the administration of criminal law in this British colony, and a standing menace to the liberty of the subject, then the two hapless victims of the "odd-man" verdict of the 19th ulta. will not have

SIR JAMES RUSSELL, Chief Justice, issued an order for the adjudication of James Edwards, proprietor of the Marine Hotel, as bankrupt upon the debtor's petition. Mr. Reece appeared for Mr. Edwards and stated that the assets amounted to $24,800 and the liabilities to a little over $14000. But even with this evidence et preponderating opinion he exorerses the desirability of a unanimous verdict, arks the jury to consider the case; and in the event a unanimous verdict is given. According to Straits Settlements Ordinance VI. of 1873 no Jury majority is recognised of less weight than fiva to two. Five to two will acoutt, with or without the Court's concurrence. Fire to two will convict with the Court's concurrence. Five to tea for conviction, the Cart not concurring, will necessitate the re-trial of the case. In the comparison between Hongkong procedure and that in Singpore, it need hardly be said that the law of this Celony provides a greater safeguard ag-lust jury miscarriage than exists, or rather does not exist at Hongkong The happy-go-lucky turn up of the odd man is justice, and trial by jury should not be reduced and changes in systems of government.or to the level of a mere game of judicial herds the laws of nations throughout the world's and-tails. The attendance was small, there being only thir'een competitors, and the shooting was indifferent, probably owing in a great measure to the bad light and puffy wind. The cup was won for the second time by Police Constable A. From the carefully compilled statistics of imports and exports we. find that, as compared with the returns for the corresponding period of last year, the former has increased by $1050976 and the latter to the extent of $566,168.
