Can anything be more iniquitous than for the wealthy classes to compel the masses to perform Sunday work, and that, too, gratis? In criminal as well as in civil cases What more hideous spectre of unjust and tyrannical form of Government.cat therebel Is it not a parody upon our vaunted | civilization? Not only is the Jury system in vogue in Hongkong unjust and tyrannical as we maintain above, but the method of selecting special jurors in practice here is also a crying evil. In England a man may he rich as Cræsus and hold property by the mile, but without high character and marked intelligence, as a rule, he would not be considered eligible. Surely, therefore, we may be excused for raising the ghost of Pharaoh (Rameses II) to witness our protestations Seoul, Korea, to cause the Korean, Garernment against a continuance in Hongkong, in the to prohibit the lease ofland, for unlimited periods, year of Grace 1890, of that form of so-to the Ruian Government and people, and have rule the Russo-Korean. of 1888 verlied considerably. and exacting task-masters-which this Egyptian earned the credit of originating in the Mummy.ers. Moreover, why, may we ask, was the number seven fixed upon as the proper Jury quorum for the needs of this benighted colony? We are almost driven to the conclusion that another lyrical composer's handiwork, is to be discerned here, for another childhood ballad," we are seven," crosses our mind in the mist of hoary age.
Granting for the moment that the framer of the Jury law of this colony had weighty reasons for his action; in its application in the present position and condition of the colony, especially in Criminal cases, how Is it possible for it to work fairly in a mixed community like ours, even though the Judges are impartial and the intelligence and general conscientiousness of jurors la beyond question? Statesmen, Town councillors, and parish beadles at home are wont to dilate with unction on trial by jury, as being the veritable bulwark and foundation stone of the liberties of the people; but how could they proudly make such boast If a jury were composed of seven instead of twelve, and If Individual liberty rested on the vote of one individual?

Count Saigo to Vladivostock, vit the the Korean Coast, had much to do with the Korean question. Since Count Aoki accepted the portfolio of Foreign Affairs, he has been busily engaged in investigat ing the question of Treaty Revision, and has probably taken no step with regard to Korean affairs. But now the sudden despatch of Mr. Kawakami, Commissioner of the Bureau of Commerce of the Department of Foreign Affairs, to Korea may be regarded indicating the attention paid by the Government to our trade with Korea. It is rumoured that, according to the report of Mr. Kawakami, some diplomatic step may be taken in respect to our relations with Korca."

The annual ball given by the Scottish com- munity of Hongkong under the auspices of the St. Andrew's Society was held in the City Hall last night, and we are not going beyond the bounds of strict veracity when we say that it was one of the most successful celebrations of the kind eyer given in this Colony. There was a very large attendance, the handsome rooms of the City Hall were exquisitely decorated, the fine Band of the gallant grst never played in better form, and, in fact, the whole affair-not excluding, the grand supper-went off with remarkable smoothness.
