A despatch from Pikeville (Kentucky), August B. savs The Kentucky Mountains in this neighborhood have been practically controlled for many years by outlaws, illegal distilles, and desperadoes, and little attempt has been made to put down the lawlcuness that congantly prevails in this section of the State. The acighborhood has been periodically visited by small bodies of itinerant militiamen, whose efforts to preserve the peace have been more ludicrous than effective. Withintha last five years more than 200 murders have been committed, and not a single person has been arrested. In Perry County, which is the centre of disorder, there is not a church, school or telegraph office. The outlaws burned the couri-house two years ngo, and no attempt has dace been made to hold court in the county until Saturday last, when Circuit Judge Lilly, guarded by several com. panies of militia, arrived in the town of Haard, the county seat, and beld Court in a large tent' which had been erected for that purpose. A large crowd collected, and several hundred outlaws. came in from the mountains, and lounged about on the outskirts of the town. With great diffi- culty the judge 'induced 16 citizens to act as a grand jury. In his charge" he said that the County was 70 years old, and while only one. man had been convicted of murder and sen- tenced to a short term in the penitentiary it was on record that over 500 murders had been committed. He added:"I have missed several terms because I was satisfied that a court could not be held. My life has been threatened, and I bave had every reason to expect assassination, but I have determined to do my duty. The jury consented to indict several persons for horse-stealing, but' frankly' admitted that they were afraid to indict a num
