THE question of whether or not it is expedient 0.60 to abolish actions, for breach of promise of marringe has once more come to the front. At 0.75 the annual provincial meeting of the Incorporated
Law Society, recently held at Nottingham, Mr. (1.00 Grantham Dodd, of London, proposed a resolu tion affirming such abolition to be inexpedient, and, by a majority, the assembled lawyers adopt 1.00ed his views.
On Tuesday week the steamship Teutonia when getting under weigh at Penang unfortunately came into colliaton with the steamship Langkat, then lying at her moorings. The Teutonia struck the Langhat on the port side. The bow of the Teutonia appears to have been damaged by her own anchor, whilst a hole was knocked in the side of the Langkat, just at the water line. Neither vessel is said to be seriously damaged.-Straits Times.
A CORRESPONDENT writes: It may interest the community to know the view taken by the learned Queen's Counsel after the Chief Justice commenced to sum up in the late conspiracy trial. Mr. Francis left the court before the jury retired, and meeting a friend outside, the court, was naked how the case would end. "Certain acquittal" was the reply, and to several other inquiries he is said to have returned the same answer". We knew this long ago but gladly give publicity to our correspondent's communication so that others may know it too. We also happen to know that no one was more surprised than

THE Rangeon Times learns that Mr. Archibald R. Colquhoun, whose last employment was a Deputy Commissioner In British Burmah, has. been appolated Administrator of Mashonaland, holding the office under the British South Africa new capacity Mr. Colquhoun will, no doubt, find Company at a salary of £1,500 a year. In his time for the compilation of a history of the recent expedition into the new districts and their development, and should prove a valuable contributor to the Royal Geographical Society, which has already profited by his adventurous Journey from Canton to Mandalay and his experi- ences among the Shan tribes in the Malay Peninsula.

AN important record, the publication of which at the present moment would be of some interest, is stated to be in the possession of the Japanese Foreign Department. This is a complete report of all negotiations which have taken place regard Ing Treaty Revision since the 1st year of Meiji down to the time of Count Inouye and Count Okums the record having been kept by the Secretary of the Department who is sold to have been present negotiatlonat all thes. The Cheya holds that there is no necessity for any longer keeping these negotiations secret and does not see how the Government can very well refuse to produce them if requested to do so in Parliament. IT is certaluly very desirabic, says the Detroit Free Press, that the American who contemplates murder should go to Canada to commit the crime. This course saves any one of the United States the trouble and expense of a trial, and gives reasonable assurance that the criminal will be promptly punished. The latest exemplification of this praiseworthy promptitude is in the case of Mr. Day, of Rochester, who will be hanged in December next for having pushed his wife over the high bank of the Ningar River, on the Canadian side. His arrest, trial, conviction and sentence occupied less time than would have been required to obtain a jury in a case of like importance: on
this side of the line.
THE United States Secretary of the Navy has just decided, says The Times, upon the orders. for three additional battleships and a protected Four firms cruiser for the American Navy competed, and the Secretary has notified Messrs. W. E. Cramp and Sons, Philadelphia, of the award to them of the contract for the construction of two coast-line battleships for $3,020,000 each, and the contract for the triple-screw protected cruiser at $2,725,000. The Union Iron Works, San Francisco, have also been Informed of the award to them of the contract for the construction of one of the battleships at $3,180,000, the amount of the Cramp tender for one vessel. Their tender was $3,240,000, and Should the award is consequently $60,000 less. they decline to accept this figure then the con. tract for the four vessels will go to the Cramps, The contract given to the Philadelphia firm is the largest ever given to a single yard in the United States, the amount aggregating $8,765,000. The vessels are to be afloat by 1893. When finished the United States will possess a modern navy consisting of 15 armoured vessels, five of which will be of the battleship type, and 31 unarmoured steel vessels-total, 46 first-class ships of the latest construction, material, and armament.

Tariff Bill, has led to the unparalleled receipt of £6,000,000 in one week as. Customs dues at New York. The arrival of the Etruria within one minute of midnight on October 4th was a close shave for escaping from the rigours of the McKinley Bill and the narrow squeak of Captain Hains will no doubt be recorded smongst the many other extraordinary things in the annals of the Cunard Line. The stocks Imported inte the United States within the last few days will indirectly prevent the effects of the new Bill from being delt for some time, and meanwhile some just and prudent steps may be satural result of the increased importation taken in the way of reciprocity treaties. As a duties, the surtaxed articles must augment in price. And then come the vital questions upon which the success of the McKinley Bill must ultimately depend Who will: paz the extra price? Who will pay the additional Custom House officers? And who will ultimately suffer in the presence of abundance? The consumer in each care will be the victim, as he has ever been the victim of exaggerated Protectionlam. After a time, should the American Tariff Bill prove a failure, another question may arise for the consideration of philanthropists, and that question would be the advisability of demolishing all Custom House barriers and establishing a universal system of Fres-trade. Goddard was always rushing in, and seeing that he was knocked down more then once his claim to the £400, which was divided between the combatants on Tuesday, was small indeed. Both men were out at the Caulfield races on Tuerday, Jackson looked as spry as a 3-year-old, the only punishment noticeable being a little mark under the right eye. Goddard on the other hand showed punish.. ment. It is expected that there will be, another match between the pair. If so, no doubt Jack- son will have more than a fortnight's training, and probably a very different tale will then be told. As regards condition Jackson was simply not fit to box three fast rounds, and he was clever to get so well out of the trouble.
The Engineers also, though they only keep are often called out of their beds to attend to 8 hour's, regularly, on "watch" out of the 24, their dutles. In port they not only have the superintendence of their subordinates, but have to perform severe manual labor themselves, often working many hours into the sight. These men are in a position where the slightest care lessness might either blow the whole ship to pieces, or at the least, cost theirowners thousands of dollars. I ask is it zight to grudge these men their Sunday test when they do happen to be in port on the Sabbath of the "Lord our God." Every one must know that while carga is being worked the engineers have to be in attendance on. the steam apparatus and machinery.
I have heard it pointed out that at home the tramways and railways run on Sundays; but that form of labor is minimized as much as possible, passengers and mails anly being carried. Further, it is not done for private gain, as cargo work on board ship is, but to meet the public convenience.
It is said that the inconvenience of suspending all labor in this port on Sunday is intensified by the fact that this is not a terminal, port." Surely if all vessels alike were compelled to stop work on the Sabbath it would not affect any particular interests, as one day more or less cannot affect imperishable cargo, such as ocean- boats usually carry.

The best performance last Wednesday was a "now" between Vendetta and Silver Bill-1 miles in 3.05. In a half-ulle spin Santa Rosa had a bit the best of Witchcraft and covered the distance in 641 secs, which shows that this smart little griffin will not be last in the Maidens. Sandown, Leo, and Buster were sent for a mile spin, and after being freely helped along with walking sticks finished propping one another up in 1.46. Wild Mint did half a mile in 66 secs, while his stable companion Wild Hawk covered three-quarters of a mile in 1,41 4-5lb. Mr. Tes Broeck arrived on the 18th instant with parti culars of the mob of griffins that, arrived lately It le romoured that one of the griftus is to be reserved for the Hongkong Derby -Echo.

THE OVERLAND TRADE BETWEEN RUSSIA AND CHINA.
An interesting and important report from the British Embassy at St. Petersburg has just been Issued by the Foreign Office. It deals with the averland trade between Russia and China, which for many years past has been the object of much solicitude on the part of the Russian authorities. The recent decline of this trade has excited uneasiness in Russia. In 1869, after the opening of the Su Canal, the decrease first became appareat. The Kiakhta merchants, who are the Intermediaries in the trade, say that the Canal bas, In fact, only benefited the trade of a few maritime States, who have pushed their trade to the very north of China to the detriment of
Russian wares. In 1889 there was a considerable decline as compared with previous years. The total value of the goods exported to China, vid Klakhta, was only about 3,000,000 roubles, and of precious metals about 1,000,000 roubles. The value of Russian goods alone was only 1,085,140 roubles, or 1-30th of their value in 1869. In 1885 the total was half as much again as in 1889, and Russian goods declined from 1,855,973 roubles in 1885 to 1,085,144 roobies In 1889.
