There is an official on the Hupei 'staff named Chiang Ming-hsun who is intimately versed in foreign matters and who proved him. self a most useful assistant to the Viceroy when he was formerly at Wu-chang. This officer has since been promoted to the post of Prefect of Chin-chou in Hupel and holds the rank of cx- pectant Tantai.
