AT the Harbour Office this morning Captain Foster, of the American ship S. M. Stanwood, charged a seaman named Scott with refusing duty. My Committee entirely agree with you in thinking that the right of navigating the Upper Yangisto must not be abandoned. It is to be regretted that Her Britannic Majesty's Minister at Peking was, apparently, not instructed to oppose the vacillating and temporising, policy adopted by the Chinese Government in reference to this question. Persistent obstructivences at every stage of the proceedings has secured them a diplomatic victory which will scarcely tend to smooth the way for further negotiations at a fature date.
