THE SINGAPORE ARMAMENT.
I may be remembered that from private'in formation received by us (Free Press) from n well-informed quarter at home, it was deemed improbable that this Imperial coaling-sintion would receive the final instalment of its armament before July, in spite of the hopes held out by Mr. Stanhope that they would be ready towards the close of last year. We have heard, indirectly but through a trustworthy channel, that the remainder, the brace of 10-inch R.H.L's for Fort Palmer, are "now finished." By this we suppose that as far as the gun-factory is concerned they are ready for issue, but there is yet, no doubt, the course of trial at the proof butts to be undergone, which is a work of time, and there is always à possi- bility of the A tube not standing the severe tests to which it is exposed. This type is not mounted in the navy, though we have the heavler 12-inch of 45 tons, the 13.5 inch of 67 tone, and the 1625 inch of 111 tons, with the plans of one monster of 156 tons under consideration. The 10-inch, one of which is now mounted at Sheerness, has proved a difficult pattern to turn out successfully, but it. may be taken that the principal obstacles to its successful manufacture have been got rid of It weights 29 tons, and is of the following structural dimentions: length of bore, including chamber, 32 ft.; diameter of chamber 14 inches capacity of chamber 837a cub. in: The rifling has a twist of 1 in 120 at the breech, quickening to 1 in 30 at the muzzle; the systert of construction being that known ai polygroove Maitland breech loading.
This gun can throw a projectile weighing 500 lbs. with a full charge of 250 lbs. prismatic brown powder, developing a total muzzle energy of 15,200 k. tons and a muzzle velocity (estimated) of 2,100 feet per second. It perforates at the muzzle 23 inches of wrought iron, at 1.000 yards 21 inches, at 2,000 yards 19 inches. When it is remembered that the heaviest armour of the (Russian) "Admiral Nachimoff" is 10 inches on the belt and 8'inches on the battery; the "Wladimir Monomach "6 Inches on the hell, the Admiral Korniloff" no armour, 2 inches steel deck; and the (French) Turenne 20 inches on belt. in. on battery, it may be seen that no vestel, either now or lately in these waters, might be ranged against us as a possible Enemy but would be at a disadvantage. against the best of our armament. In saying this we do nat mean to undervalue the very excellent and relatively numerous armament carried by the above vessels, and the strength of the fire they can concentrate on any given point. Still it will be seen from the above that the completion of our arma- ment, which cannot now be very long delayed. will leave this very important strategic base in a condition of defence that ought to be quite able to cope with anything less than an attack in
force.

The Marquis of Salisbury is suffering from weakness, as the result of his late attack of influenza.
The coal owners of the United Kingdom propose to federate. They declare that the introduction of the eight hours system, as demanded by the men, will result in a decrease of 30,000,000 tons in the annual output of coal, and will increase the price of coal by 54 per ton. Fearing strike pressure, the. English wool mer. chants have applied to obtain delivery of wool sold at the current London auctions.
The labour decices of the Emperor William have caused a prodigious sensation throughout Germany.
