THE Ardgay has not yet arrived, being delayed by the bad weather. From letters which have been received here we learn that for nearly a fortnight before she got off she was almost afloat At high water, and on the 17th, at mid-day, with a good high tide, she came away. The hawsers. were slowly pulled on by the steam-winches for a while, and inch by inch she ploughed through the quicksand, until it was deemed safe to use the screw. Then she accomplished her release from the shore on which she had lain for nearly two years. She anchored in the bay until her yards, boats, and other wreck gear were got aboard, and on the evening of the next day steamed down to Touron to get conls. She will go into dock when she reaches here, but it is expected that she will need very little doing the bull is in firstclass condition. She will probably be put on the same run as her sister- ihip, the Avockie.
A case which Mr. Wodehouse thoroughly investigated at the Police Court this morning throws a good deal of light on the black-mailing of gambling-house keepers as far as the unoffi cial vulture is concerned. Four men were charged by Inspector Stanton with keeping a gambling-house at 51 East Street, yesterday. Up to a certain point the evidence was very conclusive several lakongs proved going into a cock-loft and arresting the prisoners while con- ducting game, and produced the paraphernalia. Inspector Stanton stated that he obtained the

SIR-We Wong Taiand Wong Yow have the most respectful in informing you that there is a public gambling house called Soon Tai Shin, residing on the second floor of the house No. 51 East Street, Ti-pin-shan. It is a very tyranny gambling house in the Colony, because the Master Lai Sai always collecting those rascals and pugnacious men to his brothers in order to protect his gambling house, One day as I was walking about in the said street we saw a man standing outside the door of the said gambling-house he said I say, will you go up stair to get a profit. Yes we answered, for we having known this gambling house. Accordingly we went upstairandanamber of people some sitting some standing around the table engaged in gambling. By observing this I Wang Tai also drew a dollar from the purse to attend this gambling custom and gained 130 cents at first. Unfortunately the accountant gave me a bad dollar but when I received this bad dollar I did not know it is not good, and beat against it with a ro cent piece. Oh the sound seems not right said Wong Yau, as soon as I heard this I returned this dolla? to the said accountant and asked him to give me a part and abused me for using a copper dollar, and I talked another sentence and two fokis draw knives, but when we see the knives are drawn we mn down stair immediately. Now I hope you will kindly send some police in charging those bad men and the master of the said gambling house.-(Sd) Wong Tai, Wong Yau.
Inspector. Stanton added that he was instructed to act on that letter, and two other letters by the same writer, denouncing other gambling houses, had been previously acte1 upon.

The above information given by the Chinese Times puzzled the writer of this letter consider ably, but happily I have been able to ascertain the full meaning of it and hasten to lay it before the public through the medium of your esteemed paper. It has very often been contested that the Kinchin line being short, joining the Russian main line in the middle part of Siberia clear of the Amoor river and its inundations; sa destruc- Live to the northern line, would constitute the mest formidable lever for Chinese telegraphic, development. The Scotch were the favourities for this, and when it was known that they had

Campbell, however, put on a stroke of 40, which his crew picked up splendidly, and at the first bend be was a length ahead. The World pulled nicely together, but they could not catch the Scotch, who increased their lead all the way down, winning by 12 seconds. With a good tide smooth water and no wind, the race was a fast one, and the time given was 7m. 415, but there is some doubt about this.

The Shanghai men were 'hot favorites. The course was from the mile start to the boat-house,
but the crews had drifted considerably dow before they got off, Hongkong on the inside. It was a good race, but Hongkong had the best of it, Bramwell pulling a grand stroke, and they ultimately won by something undera length clear.

A local expert to whom we submitted the sample sent us fully endorses Mr. Van Marle's views, and says he has seen nothing better on the leading Dutch plantations in the Dutch Settlements. THE Seventy-ninth Regiment of Cameron High- [Slanders according to an American paper, is a favorite with the Queen, and is always stationed at Balmoral whenever her Royal Highness takes up her residence there. The singular fact is published, however, that, despite its name, there not a single member of the regiment by the name of Cameron. On the other hand there are no less than 350 Macdonalds in the regiment, and the utter incongruity of the affair can be imagined when it is known that the Cameron and Macdonald clans have been bitter enemies from time immemorial.

His Worship immediately sent for the writer, a Chinese clerk to Mr. Pollock, late Acting Police Magistrate, This individual, one of the ex-Central School boys, was sworn, and admitted with some reluctance that he wrote the letter, but asseverated that he only did so because the two men pressed him several times to do so. He also stated that he was only in Mr. Pollock's employ up to the time he was Acting Magistrate, and since--not during his term of office.
Mr. Wodehouse did not call on Mr. Caldwell to defend, but fatimated that he should discharge the prisoners. He was glad that he could do so, because if there had been a conviction a wrong impression might have been created by the arrest and conviction following immediately after the writing of the letter by that professional informer. It was clear that it was written in connection with the bad dollar epia de.
Mr. Caldwell —As there has been no convic- tion I ask that the property seized be returned.
His Worship refused to make any order. Inspector Stanton-I suppose your Worship discharges these men because it is not proved that they are the keepers of the house, not because it is not a gambling-house. It is not unusual for us to make no arrests, but still we seize the property,

This was a remarkable race, because White, with inside place, won, although, the energies of one or two of the crew were devoted more to the captare of crustacea than the propulsion of the boat. Fortunately for them, while the strike of dark blue was rówing like a giant, bow was travelling along serenely as a pure passenger. This made it a capital race, the boats never being separated, and White only winning ultimately by two seconds.

ACCORDING to the Nagasaki Rising Sun two new coal mines, the" Nantzuta" and "Shinnew," are now being worked in the province of Chikuzen, and are turning out 200 tons a day of coal nearly equal to Takasima. More machinery is being put up, and it is believed that in a few months the coal, the supply of which is practically in exhaustible, will be brought to Nagasaki at the rate of 1,000 tons a day. Meanwhile the working of the Yayeyama coal mine in Okinawa Ken is reported to have been stopped by the, owners, the Mitsui Bussan Kaisha, in consequence of the unhealthiness of the climate.

These officials-except to the Central Station-do their regular patrol duty in turn, and in the inter- vening period transmit and receive messages. Anybody out Stanley way, for instance, who wants to have a ricksha meeting him at Pokfulum, or anything of that sort, can wire into the city for a nominal charge, although strictly speaking, the receiving office is not bound to send any message out for delivery. Besides such duties as these, the telegraph-clerk-cors'able has to send all service messages, of course, and is frequently called up when asleep after night-patrol to tick there off For this extra work the men get as much as $a a month cumshaw. Owing to the foul wave of socialism which is lifting up its voice as it flies across the parth of capital-this is fine writing, we may remark—these persons are not satisfied with this princely remuneration, and they are asking for more. The other telegraphic Oliver Twists in the Central Station all got sucked the other day, by the infuriated Captain Superin tendent, and yet these out-station men will not be warned. They are getting a petition up, asking for $10 a month extra, in default of which they will all strike in December. We hope, and expect, that they will get it. If they don't, let them leave, and we shall see with what alacrily all the other men won't take their places. General Gordon may be economical, but his Ideas of economy are inconsistent with the general conceptin of Justice.
