high and the Chung-king traffic is stopped, the srees being in consequence infested by gangs of boat-trackers, out of employment, in a state of destitution. It is to be feared that the worst has still to come, as renis are mostly paid in rice, and the landlord appropriates as his portion the part of the crop first ripe, leaving the later rice, cotton, etc, to the cultiv tors. These crops have been wellaigh ruined, and as there has been no abatement either in reat or taxes, the pressure on the pensantry in severe in the catreme. There has already been an uprising among the hill people in the district of Shin-shan in this prefec- ture, who are dependent on potatoes. Thelubers have rolled in the earth through excess of moisture, and the pangs of hunger compelled them to descend in bands on the rice growers in the valleys. Something like a panic prevailed in Tchang for two days, and 200 soldiers were sent to the seat of disturbance. Fortunately there was no necessity to resort to force, as the riolers peacefully dispersed on being afforded relief by the magistrates. From such information as can be gathered the rice crop in the west of China has suffered severely, and as is well known the spring crop of wheat and beans has been superseded by opium in Szechuan, leaving the sustenance of the people entirely dependent on the summer ice. The province,' which used to export grain largely, now does no more than supply itself, and there are no hoards to fall back on. If the case be half as bad as is represented, the officials of Szechuan will bitterly repent before next harvest of the opposition they have raised to steamers going to Chungking, which could have carried rice from the Lower Yangtze. The freight by junks, laboriously, dragged up the rapids by sheer strength, of human muscle, is of necessity so high that only the wealthier classes could afford to buy provisions transported in such a manner It is to be hoped that Sëschvan will be spared the horrors of famine, but with the difficulties of the mandarins in consequence of dear rice nobody will have any sympathy, The deputies who came to make arrangements about (e lo obstruct) the running of the Kuling are said to be adepts at quoting the moral maxims of Confucius, It would be interesting to know their inward reflections on the temporising and duplicity by which they have kept Szechuan from enjoying the bencftis of commerce and civi. lisation, scoing the result of their labours has been such a palpable failure to secure the blessing of Heaven upon the province. Perhaps they will "tak' a'thought an' men!" but it is to be feared their case is hopeless. Few things are more calculated to fill the observer with misgivings than the miserable expedients to which Chinese officials resort, and the way in which Chinese officials resurt, and the way in which they truckle to the most puerile superstitions, although they have sufficient smattering of Western learning to to know better. On the oth instant there were unmistakeable signs of fair weather, and an un usual hurrying to and fro of mandarins with their ragged tetínues. It was not long before the cause of such commotion, which was something startling in this Sleepy Hollow, became known. The opportunity was too good to be missed for the officials to show themselves once in a time in their traditional character as fathers of the people. The first name on the roll of the successful Chil jen is a man of the west suburb of the city. a Mr. Tan Tu ching. He has been the lend ing opponent in the case of the land that was purchased last winter west of the city by the American missionaries. The land originally belonged to a member of his family, and hence he raised objections. During the summer be was in high favour with the Governor, and now is honoured by the public.

Your Tientsin contemporary reports that the Chefoo Telegraph Convention has been negoti. ated. This is not all truth, I assure you, and the editor of that paper is aware of this fact, but he has some motive in spreading this news. I believe Li Hung-chang has signed some docu ment, but it is only as a feeler.

It is reported that Germany has joined France in her preference claim for Railways, and claims to be favoured on account of the Opium' Con--) vention of 1886 made by Mr. von Brandt, the Minister for Germany at Peking. Your Tientsin contemporary knows all about this, too, but in will not suit him to publish it in his paper, He is acting in the same manner as he did ngainst France, and M. Lemaire. It is supposed to be the steps taken by France and Germany that have caused the bitch in the starting of the railway, and not the burning of the

emple of Heaven. I hear that the editor of the Chinese Times has drawn up some scheme for railways, and al though he got it successfully filed, it was rejected on the roth instant. This Tientsin Grand Ola, Man, like his colleague "the Mysterious Onr has not been very successful of late in his schemes, and he blames it to the, dercury and London Standard That occasions his splite n you, the Standard, and me of your Peking correspondents.

The day after to morrow Pan King-teh, Tactal of Pao Ting Feo and Vier-Director of Railways. leaves here for Tientsin, to consult and arrange with Li Hong-chang about rai'ways. Pau takes with him full powers and instructions from His Majesty in regard to it; therefore it is not His Ex. Chow-fu, but Taolai Pan King-teh who is the gentleman in whose hands the prospects of railways have been placed, am! he will arrange which line will be built first. I could write you more fully on this question, but i do not wish to enlighten the editor of the Chinese, Times on the subject will correct him when give facts (?). on the subject-Shanghai Mercury.

The enterprising entomologists, Messrs. Pratt and Kricheldorff, have not been fortunate enough to secure so many specimens as is represented. Science may, however, console herself, when it in known that a gentleman who has more time to give to the classification of insects than a missionary can be supposed to have at his disposal, and who has presumably received a In better scientific training, is forming a collection which he declares will be the finest in the world. It is in an admirable state of preservation, and members of the Shanghai community in, search of health could do worse than make a pilgrimage- to Ichang with the genial captala of the Kianglung to see it. With the bad season there is little opening for mercantile speculation at our port, but any gentleman who knows the way to go about it could form a valuable collection of butterflies, moths and beetles at a cheap rate.
