The Bombay Gazette's Poona correspondent wires that the decision that the guaranteed Mamlaldars are to be summarily dismissed unheard and uncompensated, has caused wide- spread excitement and discontent among the native official community. The British name and prestige they declare to be discredited and ruined. The Mamlatdars are driven to law and heavy damages. will be claimed.. Saits will be instituted against the Secretary of State and the Bombay Government, and personally, against the Duke of Connaught, Lord Reay, and Menate. Richey and Naylor, who gave the guarantee.
THE ADMIRALTY BOARD'ON
RAILWAYS."
The Shin Pao of Sunday, 29th September, contains the first part of a report by the Board of Admiralty on Chang Chib-tung's Memorial on Railways. It begins, in the usual manner, by quoting the Imperial instructions for this report, or memorial, to be prepared.. These instruc. tions emanate from the late Empress Regent, apparently because the Emperor's father being ni the head of the Board, it would be unbecoming for the Emperor to issue them. The Empress begins by referring to the memorials of the Maritime Viceroys, of which she selects those of Chang Chih-tung, Liu Ming-chuan, and Huang Pleng-nien as by far the most practical; approve ing in particular the suggestion of the first named for a railway from Lu-kow Ch'iao down through' Honan to Hankow, in Hupeh, to be built gradually in four sections, one after the other, within eight years. The
tance is 3,000, a very different thing. proposal to build it in four sections, and to allow eight years for the building, is very good; but not so his advice to make the rails of native iron, laudable as the intention may be. In 1883 when the Tsung-li Yamen wrote to the Governor of Shansi about the opening of iron-mines in that province, Chang Chih-tang forwarded a piece of iton which one of the members of the present Admiralty, Li Hung-chang, at the time had examined by experts, who found i very badly refined and full of Impurities. Russla and Austria have to go to England for iron for their railways, becausa "their" native iron is not good enough, and the Viceroy's assertion that although Shansi iron is inferior to foreign, it will do for the purpose in China, must have been made without due reflection.
A foreign iron refining plant of medium quality will cost about Tis. 1,400,000, and to set up two such, one at Cheng-ting and one at Ta'ing-hus, would cost Tia. 3,800,000; and these, could not be conveyed to those places without the aid of rails bought abroad. Without a branch line from Cheng-ting to Meng Hsien and Ping-ting, and another from Ta'ing-hun to Tach-lu, iron ore could not be brought to Chêng.ting and Tsing-hua at all. The length of the section of the main line from Lu-kow Caʻiao to Chông-ting, with that of those two branch lines, would jointly amount to over 1,000 li!
From Taling-hua near Huai-Ch'ing Fu in Ho. uan to Tréh-lu, (fe, to Tsch-chow and Lu-ngan, on the S.E. frontier of Shansi near Honan), the distances are also several hundreds of li, and before these branch lines, could be made, that length of rails would have to be bought abroad, At present Shansi iron, is actually dearer than foreign iron, and the expense of preparing it and making it into rails in China would make the outlay enormous if Chang Chih-tang's suggestion were carried out. The Admiralty therefore strong- ly recommend that both the main and branch lines be built with rails imported ready-made from abroad, before any steps are taken for the altilisation of Shansi iron for making rails,
The first section should certainly be from Hankow to Hsin-yang, in Honan, and then gra dually northwards; this being a short section, and running through the richest and most populous country, is the most likely to make an immediate retorn for the outlay on its construc- tion:

HE above named Steamer having arrived, Consignes of Cargo are hereby informed that their Goods, with the exception of Opium, Treasure and Valuables, are being landed and stored at their risk into the Godowns of the Hongkong and Kowloon Wharf and Godown Company, Limited, Kowloon, whence delivery may he obtained.
