BANG CHIH-TUNG has issued a proclamation abolish in Kuangtung the Emergency or Police tax, commencing from the 24th inst. This tax received the sanction of the Throne in 1886. in order to enable the provincial authorities to province to suppress the numerous bands of marauders-with, what effect is only too well- known that had been organized after the close of the war with France. These materials are mixed as uniformly as possible by careful manipulation with wooden instruments, and then by grinding. The pulp which is turned out by grinding is spread out, reduced to slabs of various thicknesses and rolled between steam-heated rollers, and then be comes moderately elastic in strips of medium thickness. In this form it is worked up into the various articles which are offered for sale and tured, its manufacture for experiment or for general use is not recommended; and, although celluloid articles may be safely used with ordinary care, a bonfire of such articles for amusement is not recommended. No injuries from such have been reported. A word to the wise, however, suffices.

THE total export of this year's teakwood from Siam (says the Bangkok Times) will undoubtedly be the largest ever known. The abundant up country rains have facilitated the removal of hundreds of logs of long standing, as the foresters were, in consequence, enabled to easily float them down to the river side. Let us hope, for wood traders, that remunerative rates may rule the Home market for many months to come.
AT the Police Court, to-morrow another case of cruelty to seamen will be magisterially investi- gated. Several men are seeking redress against the captain and officers of a sailing-ship which arrived last week, and if their story is true a been committed on them. We hope that every series of almost incredibly brutal assaults have opportunity will be given them of telling this story, instead of, as usual, checking every little Stregularity in their evidence, and stifling their case on account of their ignorance.

In some instances whena principal expostulates against the extortionate brokerage, he receives a torrent of abuse, and is accused of attempting to take the bread out of a hard-worked broker's mouth-or is informed "So and So charges the same, and why should not I?"
You refer to "the leading brokers," as if they might do something to improve the existing scandals in connection with their business; but I regret to say that some of the so-called leading brokers are the most extortionate, and "ate wonderful adepts at the well known game of #
