times ten or twenty dollars may prove a very heavy tax indeed on a person who is only trying to recover his rights, and who has already been burdened with exorbitant | legal and other charges. Besides, it should not be forgotten that special jurors, in addition to being remunerated for their services in court, practically enjoy the privilege of exemption from serving at the monthly criminal sessions. If special jurors are entitled, as the Committee of the Chamber of Commerce contend, to increased remuneration for merely doing what common jurymen have to do for nothing the question naturally arises as to the grounds on which these two sections of the community, should be so differently treated.
