AMONGST the various items of European news published in cur Saturday's issue, our readers will have noticed that Portugal has laid claim to Masovaland in South Africa, and that the British Government has firmly vetoed the intended annexation. Lisbon papers for some time past have been descanting upon their favorite theme the alleged Portuguese rights to the territory now claimed, and venting their indigna- tion at the check and the "thus far and. no further which England has put on their ambitious designs. Matters have now apparently come to an issue, for the telegraphic news alluded to informs us that Sir HERCULES ROBINSON, Governor of 'Cape Colony, has called the attention of the Portuguese authorities in South Africa to the fact that the territory they claim is practically under a British Protectorate. The friction which existed between the two Governments on this matter must have reached its culminating point when this declaration on the part of the Governor of Cape Colony became known, and it now remains to be seen what policy ancient Lusitania will adopt in regard to its ridiculous claims to this particular portion of the Dark Continent,

George Fenwick & Co., engineers and boilermakers, Wanchai, claimed $8500 from Messts. Marty and Abbadie, merchants, of Hongkong and Haiphong, being the balance of maney owing for two steamers,

Mr. Francis, QC,,, instructed by Messrs. Wotton and Deacon, appeared for the plaintiff and the Acting Attorney-General, instructed by Mr. Stokes, represented the defendants.

Mr. Francis said the case arose out of a contract entered into between the parties for the construction and equipment, by the plaintiffs, of two steamers for river service in Tonquin, the price of which was to be $700 o. They were built, were handed over, and $48,000 paid, The dis pute in point was as to the balance, and how much of the remaining $11,000 was owing. The plaintiffs were not seeking to recover the entire amount, as they admitted that they agreed to the "deduction of $7,500 in demurrage, as penalties for delay in the completion and delivery of the vessels, but they claimed $14,7 0, of which $6,200 harf been admitted by the delendants, and paid into Court. So there was only a sum of $8,500 in dispute, and that consisted, in the main, of certain deductions in the nature of demurrage, at the rate of $50 per day for each steamer, which the defendants claimed to have been incurred, together with a few small

expended by them on behalf of the plaintiffs.

He then read the pleadings, which set, forth that on the 15th October, 1886, the plaintiffs agreed to build two launches for the defendants, to be delivered before the 8th May, 1887. They were to have a certain draught, and a speed of not less than ten knots. The plaintiffs were unable to complete them before that day, and art the 5th August additional articles were drawn up. It may be regarded in four aspects; the reproductive power of the Chinese race; its adaptation to different circumstances; its longevity; and its recuperative

power.

It has already been repeatedly remarked that the first impression which the traveller derives from the phenomena of Chinese life, is that of redundance. China seems to be full of people. It seems to be so, because it is so. Japan, too, appears to bave a large population, but it does not take a very discriminating eye to perceive that the dense population of Japan bears no proportion 10 the dense population of China). In respects of relative and absolute density of papula- tion, China morenearly resembles India than any other country. But the people and the languages of India are many and various, while the people of China, with some exceptions not misterially affecting the issue, are one and the same. This first impression of a redundant population is everywhere confirmed, no matter in what portion of this broad empire we set our foot, Where the population is in reality sparse, this is gener ally found to be due to canses which are susceptible of easy explanation. The terrible (nroads of the great Taiping rebellion, followed by the only less destructive Mohammedan rebellion, and by the almost unparalleled famine of 1877-78, xtending over five provinces, reduced the total population of China perhaps by many of millions. The devastations due to war are not so soon repaired to the eye as they would be in western lands, owing to the great reluctance of the Chinese to leave their ancestral homes and go into new regions. Nevenheless, it is not difficult to per- ceive that the forces of waste, no matter how Young. b.Daby devastating, ure not so powerful as the forces of repair. With, a few decades of peace and good crops, almost any part of China would, we think, recuperate from the disasters which during this century have come in such battalions. In the absence of any statistics, we must be content to come at conclusions in a general anil an inexact why, but fortunately in this matter it is almost impossible to go wrong. The Chinese marry at a very early age, and the desire for posterity is the one ruling passion, in which, next to the love of money, the Chinese race • most agreed. Conv trast the apparent growth of the Chinese n any point, with the condition of the population. in France, where the rate of increase is the lowest in all Europe, and where for four years together, the returns of seventy-three departments shoved an absolute decrease in the number of inhabitants, Such facts have excited the gravest fears as to the future of that great country. The Chinese, on the other hand, show no more signs race decay than the Anglo- Saxons. The earliest recorded command given by God to mankind, was that in which they were, instructed to "be frutiful and multiply and replenish the earth. That command, as a learned professor once remarked, "has been obayed, and it is the only commurd of God that has been obeyed," and of no country is this more true than of China. The Chinese Empire, at we have already had repeated occasion to
