Tamsui, 2nd April, 1889. Rain, rain, and nothing but rain day and night. If we do not get some dry, warm weather, and some sunshine soon, the opening of our tea- season will be considerably delayed. Teamen. are already arriving. Numbers of them come from Amoy by each Douglas Lapraik steamer.

The changes have not taken place in the Customs alone, as I told you in my last. but they have also inken place in the different firms here. Mr. Bast, formerly of Messrs. Tait & Co. has left that firm and joined Messrs. Brown & Co.; Mr. Craven, in charge of Boyd & Co.'s, has genele Amoy, and Mr. Laiter, from Shanghai, has taken his place.

By the steaner Formosa on the 18th of last month our Acting British Consul, Mr. Bourne, returned from Hongkong, bringing Mrs. Bourne with him. The married members of this once so small community are steadily increasing By the same steamer Mr. Cook, mining engineer arrived he was formerly at the Kaiping Coal Mines; after he had interview with the Governor he went to the Kelung coal mines.

The Formosa left for Hongkong via Amoy on the 31st, and by her Mr. and Mrs. Gaebel and Mr. Wilkinson left, the latter going back to Swalow, On the same day the Fee cheu left for Kelang to take some coalt from there to Foochow and return here about the middle of this month, and will take to Shanghai the Provincial Treasurer of Formosa, Mr. Shao Yulien, who has been appointed Minister to England, and goes to Peking to receive his instructions. Mr. Shao Yu.ken was, in 1878, Private Secretary to H.E. Chung-how, Chinese Envay to Russia..

The German steamer. Cffo arrived from Shanghai on the 10th March with a general cargo, chicfy kerosene oil; she left on her return trip on the zgth, going first to Kelung for A cargo of coals.

The Chinese transport Fu do will leave in a few days for Hongkong via Kelung.--Shanghai Mercury.

(FROM A CORRESPONDENT.)

4th April, 1889. The great city of Hangetow is extremely dry, There are probably seven hundred thousand people here but not a drop of tea houses. There is a strike in ten. The tea houses are all closed by ennnut agreement, to resist a tax imposed in the beginning of the year, to raise money for the sufferers by famine. It seems that the imperial government required a certain amount. from each province. It was decided by the local authorities to levy a tax on every cup of wine or tea retailed in the shops. The wine vendors obtained remission of their tax

The keepers of the tek shops submitted to the tax in the first instance because they understood, as they claim, that it was only for a month, but | as it is to be continued they have decided to resist it. They had a general meeting and ordered all persons engaged in the business to close their shops on the first day of the third month. Several persons refused to comply with the orders of the guild and their shops were attacked by the mob and they were forced to yield. But the police arrested some of the mob and several persons were punished. The Chief of police was also assaulted and ro,hly handled by the mob. He then sought an interview with the Futai but was not received and had to retire at disadvantage and met with further rough treatment. It is reported that the higher officials do not approve of the method of levying the tax and rather sympathise with the dispensers of the "beverage which cheers but not inebriates."

The tax on the smallest shops is len cash (one cent), on the largest it is seven hundred cash a day. Those who levied the tax advise the shopkeepers to increase the price of each cup of tea and thus impose the tax on all the consumers generally, but they did not

Mr. Spencer Lewis, writing from Chungking on the 22nd March to the N.-C. Daily News, remarks:-

Hitherto in this part of China there has been no open opposition on the part of officials to foreigners residing in their midst. Not to men- tion Roman Catholic missionaries who occupy every important city in the province, there are no less than seven cities where reside members of Protestant missions. Though in one or two cases in opening new stations there has been some slight disturbance by the people which met with panrly disguised official sympathy, yet the officials themselves have never before taken the hostile initiative. A recent occurrence, however, makes it look as though a new policy was about to be institated.

Some time last year Mr. Davidson, of the Friends' Mission, visited Tungchuan which lies midway between Pao-ning and Chentu with the A view of opening it as a mission station. house was rented of a man of military rank, and, leaving directions for repairs, he returned to Hanchung in Shansi. Neither during his stay there nor afterward did the people manifest any. thing but peaceful intentions.

Suddenly, as a thunderbolt from a clear sky came a letter from the district magistrate ordering him to refrain from locating in Tungchuan, giving as reason that it was not within the scope of the treaty as a place opened to foreigners for residence and trade. As might be inferred, a district magistrate in this isolated region did not come to this sage conclusion all by himself, but in consequence of a letter received from the Governor General in response to one of his asking for directions.

The present Governor General is reputed to beless friendly to foreigners than his predecessor, and this would seem to confirm it. He opens what elsewhere has been a much debated question, but which here seemed fast being settled by tacit-acquiescence and precedent. It will be seen that the Tungchian case is a test one, having a most important hearing on the question of foreign residence in all Wes: China, as all places stand on the same footing as regards the freaty. Indeed Tungchuan itself has long

been the residence of a Catholic priest.

At present, Mr. Davidso's and his wife are at Hanchong awaiting a settlement of the case. The services of the Consular Resident at Chung- king have been enlisted and what the result may

For some time there have been. threats of tearing down the newly rebuilt Catholic cathedral because it is said to be higher than an adjoining temple. Marly years ago when the building was buils, the same complaint was made, and the officials demanded that it be. lowered several feet or they would not be respon. sible for the consequences. At that time it was determined what the limit of the height should be. When work on the present building was begun the officials were ussured that it should not exceed the limit previously fired. Since complaints have been made the higher officials have all been to see the building measured, and find that the limit has not been exceeded. Many, however, both of students and people believe, or pretend to believe that the officials are deceiving them, and charge that they have been bribed by Catholics. The officials seem to have taken precautions and we hope an outbreak may be avoided.
