Davitt says, that not being morally conscious of having broken a law, or leading others to break a law, he should remain in Ireland until Monday, when, if not arrested, he intended to proceed to the north of England to give a series of lectures. If arrested, because of his speech at Navan on the 25th ult., in which he eulogized the action of the Irish Parliamentary party, Davitt said he had decidedly determined not to enter a recognizance for good behavior, but would compel the Government to prove his guilt in a court of law and take the consequences. Davitt added that he would not lecture on Sunday, as he had promised, as he was suffering from a severe cold.

Disasters from the flood in the valleys of the Rhine and Garonne are espe- cially severe. The country between Chalons sur-Marne and Epernay is inundated.
BERLIN, December 1st
In the Diet to-day Von Puttkamer, stated that the damage by the overflow of the Rhine could not be repaired without drawing on the resources of the State. He had requested the Emperor to sanction a grant of 500,000 marks to relieve the distress in the flooded districts. The Diet will be asked for the funds as soon as the amount re- quired has been ascertained.

VIENNA, December 1st. A woman named Kathie, one of the twenty-six wonien arrested several months ago for poisoning their husbands, was hanged to-day. She con- fessed to murdering two, husband. Four other women have been convicted.

A correspondent Constantinople says:- The Sultan did not attend the mosque on Friday, and it has since transpired that an attempt to assassinate him was contemplated. The Sultan is completely terror-stricken and hardly dares to show himself outside of the harem.

A semi-official statement is published that France has resolved to uphold her treaty of 1868. with Madagascar in its entirety. England, it is sald, is not protesting against the claims of France. She has only manifested a desire for information in regard to the intentions of the. French Government with respect to Madagascar.
