Such, if fitted with faced and ground air tight strips round the door, and kept against a fixed frame round the mouth of the sewer by a few light springs. or a huffer of India rubber, the door being attached to a feat (if necessary assisted by an air cushioning cylinder) to be acted or by the tide, so that the lower edge of the sluice door might always he, say six inches under water, the door of course rising mind falling the tide door touse think the obnoxious and ofen dangerous sinells from these open sewers would almost if not altogether disappear, for I netice it is only when the sewer mouth is above the surface of the water that these smells are troublesome.

SOLDIERS AND SAILORS' LETTERS. 1-Frivates in 11.M. Army or Navy. Non- Commissioned, Officers, Tandmasters, Army Schoolmasters (not Superintending or First Class) Writers or Schoolmistresses may send half-ounce letters to the United Kingdom by mail at the rate of four cents (two-pence) cach, which may be prepaid either in Imperial or in Hongkong Stamps. By private steamer the postage is two cents (one penny).

2.The same privileges apply to letters ad- dressed to the Privates and Non-commissioned

3-Private steamers leave Hongkong for Lon- don about every ten days.

4. The letters must not exceed half an ounce. No handkerchiefs, jewellery, &c, can be sent, even with the ends open.

5-If from a Soldier or Sailor his class and description must be stated in full on the letter, the cover of which must be signed by the Cam manding Officer, with name of regiment, ship, &c., in full. If to a Soldier or Sallor, his class and description, with name of regiment, ship, &c must be stated in full..

5-Soldiers and Sailors have no privileges with regard to books or papers, nor can these be prepaid with Imperial Stamps.
